Add support for configuring the DLB2 hardware.
In particular, this patch configures the DLB2
hardware's scheduling domain, such that it is provisioned with
the requested number of ports and queues, provided sufficient
resources are available. Individual queues and ports are
configured later in port setup and eventdev start.
