Yongseok Koh f3d2dcc856 net/mlx5: select Rx/Tx callbacks when starting device 
The callbacks are global to a device but the selection is made every queue
configuration, which is redundant.

DPDK is a set of libraries and drivers for fast packet processing.
It supports many processor architectures and both FreeBSD and Linux.
