Rahul Lakkireddy f683a52006 net/cxgbe: add action to swap MAC addresses ...

Implement RTE_FLOW_ACTION_TYPE_MAC_SWAP to offload flows with
action to swap the source and destination MAC addresses in the
outermost Ethernet header.
