Jiayu Hu f8a05885e7 gro: fix overflow of payload length calculation 
When the packet length is smaller than the header length,
the calculated payload length will be overflowed and result
in incorrect reassembly behaviors.

DPDK is a set of libraries and drivers for fast packet processing.
