Pavan Nikhilesh fcf782051c eventdev: mark trace variables as internal

Mark rte_trace global variables as internal i.e. remove them
from experimental section of version map.
Some of them are used in inline APIs, mark those as global.

DPDK is a set of libraries and drivers for fast packet processing.
