fio_plugin: Use CLOCK_MONOTONIC for FreeBSD

In order for fio_plugin to compile a replacement is needed
for CLOCK_MONOTONIC_RAW, since FreeBSD does not support it.
In that case CLOCK_MONOTONIC is used.
