README.md: update dpdk instructions to remove version from dir name
Having a consistent name for the location of the dpdk directory makes it easier to write other scripts or documentation. So change the README so that instead of 'dpdk-17.02' the directory will just be named 'dpdk'. Signed-off-by: Jim Harris <james.r.harris@intel.com> Change-Id: Ie03e91712a7acb52a1d076f285504df845f81209
