lib/env_dpdk: Fixed using rte_compress_isal

When using --with-dpdk=dpdk/install option, we need to check if the
librte_compress_isal was built in DPDK before adding it to the list
of libs. rte_compress_isal is not built by DPDK if libisal is not
installed in the system.
