json: add jsoncat test tool
jsoncat parses the input file using the SPDK JSON parsing library, then prints it back out using the SPDK JSON writing library. Change-Id: I6f35533cdb4977306ff50be9a706a783a62cdfc1 Signed-off-by: Daniel Verkamp <daniel.verkamp@intel.com>
