"get_nvme_controllers" can be used to list NVMe controllers.
Names and transport IDs of the NVMe controllers will be
reported by this method.

With all SPDK patches in place, we can now enable dynamic
memory management for all DPDK versions >= 18.05.1
Hugepages can be still reserved with [-s|--mem-size <size>]
option at application startup, but once we use them all up,
instead of failing user allocations with -ENOMEM, we'll try
to dynamically reserve even more. This allows starting DPDK
with `--mem-size 0` and using only as many hugepages as it
was actually necessary.

This helps us avoid situations where other bdev modules will break the
rte_pci_bus mappings for qat devices before we have an opportunity to
initialize the qat pmd.
Also, update the blobstore match file to handle the possibility of using
a crypto driver and improve the json_config and spdkcli scripts to
handle allocating qat_crypto drivers.

By running random, 64KB, 70% write, and 30% read workload and periodical
TCP disconnection from the initiator, segmentation fault have occurred.
By investigation, when the last write task completed and dequeued
the primary write task in spdk_iscsi_task_cpl(), the primary write task
was already dequeued in spdk_clear_all_transfer_task().
This patch dequeues all primary write tasks after all outstanding
tasks complete.
After starting to exit the connection, the connection will not receive
any command. Hence waiting for completion of all pending tasks first will
avoid double dequeue safely.

We always need to ensure bvdev->bdev is not NULL before
accessing it. GET_CONFIG handler was standing out in this
matter, causing segfaults when connecting to a vhost block
device that went through a bdev hotremove.
If the bdev has been hotremoved we'll now report
blocksize == 0 and blockcount == 0. From what I checked,
QEMU will still expose a virtio-blk device to the VM, but
linux (because that's what I checked) won't create a block
device for it.
Note: The behavior above can be tricky to investigate as
neither QEMU nor VM doesn't log any messages about it.
We should eventually reject any new connections to a vhost-blk
socket with hotremoved bdev, but that's a task for later.

The time required to wait increases with the amount of submitted
FLR resets. Now that DPDK takes less and less time to initialize,
this starts to become an issue. We can even see on our CI within
regular tests where a single application is start-stopped in
a short period of time. This is also a problem if a device is
detached via RPC and immediately attached afterwards.
The time required to wait seems to cap at 2 seconds, so instruct
our driver to wait exactly that.

This is an NVMe-specific issue and I/OA or VirtIO devices don't
need it. Additionally, the delay is now asynchronous, meaning
that potentially multiple NVMe controllers can wait all at once.
The drawback of this change is that we're needlessly waiting
even when using uio_pci_generic. However, since the delay does
not block anymore, its impact is significantly minimized.

The 4 different RPC commands to create Virtio bdevs
have been unified to a single, yet another RPC command
in hopes the previous ones will be eventually removed.
That happened in 18.07 and now in order to remove the
old ones we mark them deprecated.
The unified RPC command was introduced in 18.07 and
has already replaced the old, separate RPCs in our
test scripts some time ago.
This patch also removes the old RPCs from doc/bdev.md
and while here, rephrases the Virtio section a bit to
make it more readable after some alphabetization
changes from the past.
jsonrpc.md already described the old RPCs as about to
be deprecated, so there are no changes required in
there.

Most to-do items in lib/bdev/iscsi/README have been
done a long time ago, leaving this file greatly outdated.
It is removed now and the iSCSI bdev description is
added to doc/bdev.md.
Since most of the to-do items have been done, this
patch also adds a CHANGELOG entry announcing that
iSCSI bdev is no longer in experimental state.

In JSON RPC the ID is optional. Method is mandatory but user might want
to produce the name later or by using

If JSON structure is not known it is hard to use it with current API. To
address this gap lets add API that will give more flexibility the user.

All PCI device management is done only by the primary process,
so there's no need to delay device initialization in secondary
processes. If device is being initialized in a secondary
process, then it must have been already initialized by the
primary.

This indicates an out-of-spec device, so just print an error
message but don't bother retrying the AER.
While here, add status code type (sct) check for the other
status code check when an AER fails - it is not enough to
compare just the status code.

In the case that the subsystem in the related poll group has
NULL IO channel assigned due to some problem like out of resource,
for example, the NVMe SSD hardware itself has limited number
of IO qpairs. The subsystems in the particular poll group
could have zero valid channels. In this case, the creation of
assoicated poll group will fail and when adding the new qpair
to the specified poll group, needs to have a check and pick the
available poll group.

If raid bdev creation failed, the bdev still be configuring and not
register it. For those raid bdev, raid_bdev_remove_base_bdev() should
cleanup them as well.

Previously, the difference between configuring and offline is
unclear, this patch just fixes it. The key difference should be
whether the raid bdev have ever registered. Offline is registered
before but unregistered now, and configuring has never registered.
According to the above, we should never set configuring raid bdev to
offline because it never got registered.

With Identify Namespace Identification Descriptors can be
executed asynchronously, most of functions in the controller
initialization now can be executed asynchronously now, for
host with multiple controllers this can save some time during
initialization.

Reason: For connect, we use non_block mode in
the initiator side, but we do not do it for
the accepted fd in the server side, which will
casue writev not return. And this patch can fix this.

Only calling spdk_clear_all_transfer_task cannot solve all
the hotplug issue. The iSCSI task may successfully return
and own the bdev buffer inside the iSCSI task, so we need to
call this flush pdu function.

This value for the rdma transport at least is tied very closely to the
size of the iover buffers. Changing the name makes it less confusing.

Per the definition of the poller returned value
* return 0 to indicate that polling took place but no events were found;
* return positive to indicate that polling took place and some events were processed;
* return negative if the poller does not provide spin-wait information.
Have a change to compare whether positive.
