Add "create_remote_json_config" which will create
a bdev JSON configuration for SPDK initiator to
connect to NVMe-oF Target.

gen_nvme.sh will no longer generate the legacy configuration.
"--json" option will still work for any current users of the script.
Tests were modified to no longer use the "--json" option.
Meanwhile others were simplified with switch to "--json-with-subsystems".

Check if given pci address is bound to nvme driver via a separate
function - this makes the task of getting list of the nvme devices
that can be used in tests a bit easier since we don't have to relay
on, e.g., gen_nvme.sh where the extra step to get said devices is
to parse the actual config.

Since sysfs is not used by the FreeBSD the following error can be
seen each time gen_nvme.sh is run:
grep: /sys/bus/pci/devices/$bdf/uevent: No such file or directory
Avoid that by looking up the pci address in a way specific to
FreeBSD.

Json configuration can be loaded by adding parameter --json-path=PATH.
Also spdk_vhost_run can be launched without initial config file.
New JSON RPC call "load_subsystem_config" for loading subsystem
config.

Add a new file, scripts/common.sh, that can be shared between not only
autotest scripts, but also scripts/setup.sh, scripts/gen_nvme.sh, etc.,
and move the PCI iteration functions there.
The iterators are also expanded to work identically for both dev_id and
class_code on Linux and FreeBSD.

Names for the NVMe bdevs are now assigned by the user.
This means the same name will always be assigned to the
same device, even across restarts.

All devices must be specified by BDF. Add support for scripts
to use lspci to grab the available NVMe device BDFs for the
current machine.
