This returns true if all registered methods and aliases
are correct. False means that an error like one of the
following occurred:
- duplicate method with same name
- alias specified for non-existant method
- alias specified for another alias
Also plumb this so that incorrect RPCs cause an SPDK
application to exit.
Note: there are cases where this would have been helpful
during the recent RPC renaming.

Some older clang versions will reorder constructor functions
rather than execute them in the order they are defined. This
causes registration failures for RPC aliases when the alias
is registered before the RPC that it refers to. So use
constructor priorities to ensure that all RPCs are registered
before any aliases.

Add state_mask to each RPC method and state to RPC server, respectively.
State mask of RPC method is set at registration. State of RPC server
is changed according to the state of the SPDK.
When any RPC method is recieved, if the bit of the RPC server is on in
the state mask of the RPC method, it is allowed. Otherwise, it is
rejected.
When any RPC is rejected by state_mask control, the new error code
is returned to describe the error clearly.
