In case SPDK app crashed the leftover sock file would force completion
to use rpc_get_methods() instead of the -h output to get the list of
rpc functions. The end result would look something like:
$ rpc.py <TAB> IsSPDKapplicationrunning?
By the very accident this is quite informative about the state of the
app but from bash-completion standpoint not very useful. Instead,
if rpc_get_methods() fail fallback to -h output.

This helps in completing, for instance, file paths as arguments to
some of the rpc functions (like bdev_aio_create, etc.).

These replace the pci-whitelist and pci-blacklist params
which are now deprecated.
pci-blocked will still use the -B short name. pci-allowed
will use a new -A short name.

We don't use this script to create qcow2 images for our tests in CI.
Also this script is using random vagrant box images, and we don't know
what is inside them.
Script maintenance is a tedious affair because fedora boxes use xfs file
system, and we can not shrink them virtual disk to minimal size, and this
will caused fails in tests in future.

This adds basic bash-completion support for apps commonly used within
the repo. It's meant to work with standard bash-completion package
available for most of the distros out there.
