Tomasz Zawadzki 7961db9349 build/dpdk: disable unused libraries from DPDK submodule
Most DPDK libraries are not required for SPDK.
Those can be disabled for submodule.
Starting with patch https://review.spdk.io/gerrit/c/spdk/dpdk/+/10540
it is possible to not compile a lot of the DPDK libs.

This reduces the build time for DPDK submodule.
