Jin Yu 59237d22b8 lib: add a hotplug lib for device ... The hotplug lib can be used for pcie devices such as nvme, virtio_blk and virtio scsi. For the sigbus handler, there is only one in a process and it should handle all the devices. And align nvme to the hotplug lib Add the ADD uevent support for allowing the device hotplug.
