For application like vhost/iSCSI target/NVMe-oF target/etc,
a new section as below can be added for the QoS rate limiting.
[QoS]
Limit_IOPS Malloc0 100000
Limit_IOPS Nvme0n1 500000
Also added a sample change at test/lib/bdev/bdev.conf.in
