Piotr Pelplinski c26c4e9fb4 blobstore: Add a blob_bs_dev that provides back_bs_dev for clones
Unit tests implemented in following patches.

This is rebased patch from https://review.gerrithub.io/#/c/396648
merged as commit c1174e6895
and reverted in 0847f27b54.
