Tomasz Zawadzki bc803d6bcc autobuild: disable scan-build on DPDK
There is no need to perform scan-build on DPDK,
as changes there are outside of SPDK repository.

This prepares for next change in series that
updates submodule to DPDK 20.05, with it own set
of failures to address.
