Renumber clauses to reduce diffs to other versions
NetBSD, OpenBSD, and Android's Bionic all number the clauses 1 through 3,
so follow suit to make comparison easier.

Add warnings, ala mktemp, to tempnam and tmpnam as a reminder that
these are inherently unsafe interfaces.
Do not allow TMPDIR to override path for setuid/setgid programs.
