net/ipn3ke: add stats register and clearing

ipn3ke can work on 10G mode and 25G mode.
10G mode and 25G mode has different MAC register address for statistics.
This patch implements statistics registers for 10G mode and 25G mode.

Also implements different stats clearing per mode.
