The command "meson build" causes a deprecation warning with meson 0.64.0.
WARNING: Running the setup command as `meson [options]` instead of
`meson setup [options]` is ambiguous and deprecated.
Therefore fix the examples in the documentation.

In this patch,
* It is possible to switch the running mode of the distributor
using the command line argument.
* With "-c" parameter, you can run RX and Distributor
on the same core.
* Without "-c" parameter, you can run RX and Distributor
on the different core.
* Consecutive termination of the lcores fixed.
The termination order was wrong, and you couldn't terminate the
application while traffic was capturing. The current order is
RX -> Distributor -> TX -> Workers
* When "-c" parameter is active, the wasted distributor core is
also deactivated in the main function.

This add the support of hardware reassembly per SA basis.
In SA rule, new parameter reassembly_en is added to enable
HW reassembly per SA.
For example:
sa in <idx> aead_algo <algo> aead_key <key> mode ipv4-tunnel src <ip>
dst <ip> type inline-protocol-offload port_id <id> reassembly_en
Stats counter frag_dropped will represent the number of fragment
drop in case of reassembly failures.

Added vector support for event crypto adapter in lookaside mode.
Once --event-vector is enabled, event crypto adapter will group
processed crypto operation into rte_event_vector event with type
RTE_EVENT_TYPE_CRYPTODEV_VECTOR.

Add option for setting uncore frequency min/max/index, through uncore API.
This will be set for each package and die on the SKU.
On exit, uncore min and max frequency will be reverted back
to previous frequencies.

RTE_TEST_[RT]X_DESC_DEFAULT and RTE_TEST_[RT]X_DESC_MAX macros have been
copied in a lot of app/ and examples/ code.
Those macros are local to each program.
They are not related to a DPDK public header/API, drop the RTE_TEST_
prefix.

Vhost sample app documentation describes parameters that are not in the
code and omits parameters that exist.
Also switching the order of sections on running vhost and VM,
since the --client parameter in the sample line
requires a socket to be created by VM.

Added option to configure number of queue pair descriptors via command
line (--desc-nb NUMBER_OF_DESC).
When the crypto processing takes longer durations, small queue pair size
would result in cryptodev enqueue failures. Larger queue pair size would
allow more packets to stay in flight simultaneously and reduce enqueue
failures.

Add support to define ipv4 and ipv6 forwarding tables
from reading from a config file for EM with a format
similar to l3fwd-acl one.
Users can now use the default hardcoded route tables
or optionally config files for 'l3fwd_em'. Default
config files have been provided for use with EM.
Related l3fwd docs have been updated to reflect these
changes.

Adds event vector support to inline protocol offload mode.
By default vector support is disabled, it can be enabled by
using the option --event-vector.
Additional options to configure vector size and vector timeout are
also implemented and can be used by specifying --vector-size and
--vector-tmo.

New option added to the SA configuration arguments that
allows setting an arbitrary start value for ESN.
For example in the SA below ESN will be enabled and first egress
IPsec packet will have the ESN value 10000:
