In this patch, we removed the necessity of the version files and
you don't need to update these files for each release, you can just
remove them.

Driver has no proper handling to free unused
allocated mbufs in case of error or when the rx
processing complete because of which mempool
can be empty after some time.
This patch fixes this issue by moving the buffer
allocation code to the right place in driver.

Queue reset is missing in restart because of which
IO cannot work on device restart.
This patch fixes the issue by resetting the queues on
device restart.

Start a new release cycle with empty release notes.
The ABI version becomes 23.0.
The map files are updated to the new ABI major number (23).
The ABI exceptions are dropped and CI ABI checks are disabled because
compatibility is not preserved.
Special handling of removed drivers is also dropped in check-abi.sh and
a note has been added in libabigail.abignore as a reminder.

This patch adds Rx/Tx queue configuration setup operations.
On packet reception the respective BD Ring status bit is set
which is then used for packet processing.

Implemented the fec-uio driver in kernel. enetfec PMD uses
UIO interface to interact with "fec-uio" driver implemented in
kernel for PHY initialisation and for mapping the allocated memory
of register & BD from kernel to DPDK which gives access to
non-cacheable memory for BD.
