In this path, support the HW offload features, like,
checksum, VLAN stripping, RSS hash.
This path is chosen automatically according to the
configuration.
'inline' is used, then the duplicate code is generated
by the compiler.

Implement support for the power management API by implementing a
`get_monitor_addr` function that will return an address of an RX ring's
status bit.
This patch is basically a cut-and-paste of the changes already
committed in ixgbe, i40e and ice drivers in 21.02. This extends
the availability of the power-saving mechanism to the iavf driver,
which is needed for those use-cases using virtual functions.

The new VIRTCHNL_VF_OFFLOAD_VLAN_V2 capability added support that allows
the PF to set the location of the RX VLAN tag for stripping offloads.
So the VF needs to extract the VLAN tag according to the location flags.

Enable metadata extraction for flexible descriptors in AVF, that would
allow network function directly get metadata without additional parsing
which would reduce the CPU cost for VFs. The enabling metadata
extractions involve the metadata of VLAN/IPv4/IPv6/IPv6-FLOW/TCP/MPLS
flexible descriptors, and the VF could negotiate the capability of
the flexible descriptor with PF and correspondingly configure the
specific offload at receiving queues.

The commit adds fdir_enabled flag into iavf_rx_queue structure
to identify if fdir id is active. Rx data path can be benefit if

DEBUG_DUMP_DESC flag is commented out in IAVF Makefile and to enable
it user needs to edit the Makefile. It is felt that this method is not
good. Hence removing this flag from IAVF makefile and adding a flag
CONFIG_RTE_LIBRTE_IAVF_DEBUG_DUMP_DESC to config/common_base.

Rename Intel Ethernet Adaptive Virtual Function driver avf to iavf.
This is the first patch which will only renames the directory name,
lib name, filenames and updates the new name in makefile and meson
