Those macros have no real value and are easily replaced with a simple
if() block.
Existing users have been converted using a new cocci script.
Deprecate them.

Since openssl 3.0 now deprecates the low level API QAT required to
perform partial hash & AES operation when creating the session. This
patch add in qat_ipsec_mb_lib driver parameter to allow QAT PMD to
switch APIs between openssl and intel ipsec-mb library.

This patch removes qat_sym_pmd.c and integrates all the functions into
qat_sym.c. The unified/integrated qat sym crypto pmd functions should
make them easier to maintain.

This patch refactors qat data into structures
which are local to the process and structures which
are intended to be shared by primary and secondary
processes. This enables qat devices to be used by
multi process applications.

If QAT crypto pmd failed to be created due to reaching MAX
cryptodevs it prevented QAT comp PMD being created. And vice versa.
Change to warning in these cases and allow the other PMD to be created.
