Since the built driver filenames have changed in DPDK 20.11, we need to
update the driver doc to match.
Most drivers start their section with the driver filename highlighted in
bold, while a number were missing the highlight. When updating the names,
add the markers for bold text to any missing it, so as to have things more
consistent.

This patch implements a special way of buffer handling when internal
QAT IM buffer is too small for Huffman dynamic compression operation.
Instead of falling back to fixed compression, the operation is now
split into multiple smaller dynamic compression requests (possible to
execute on QAT) and their results are then combined and copied into
the output buffer. This is not possible if any checksum calculation
was requested - in such case the code falls back to fixed compression
as before.

Remove the limitation whereby enqueue and dequeue must be
done in same thread.
The inflight calculation is reworked to be thread-safe for 2
threads - note this is not general multi-thread support, i.e
all enqueues to a qp must still be done in one thread and
all dequeues must be done in one thread, but enqueues and
dequeues may be in separate threads.

Rather than using linuxapp and bsdapp everywhere, we can change things to
use the, more readable, terms "linux" and "freebsd" in our build configs.
Rather than renaming the configs we can just duplicate the existing ones
with the new names using symlinks, and use the new names exclusively
internally. ["make showconfigs" also only shows the new names to keep the
list short] The result is that backward compatibility is kept fully but any
new builds or development can be done using the newer names, i.e. both
"make config T=x86_64-native-linuxapp-gcc" and "T=x86_64-native-linux-gcc"
work.

Since all other apps have been moved to the "app" folder, the autotest app
remains alone in the test folder. Rather than having an entire top-level
folder for this, we can move it back to where it all started in early
versions of DPDK - the "app/" folder.
This move has a couple of advantages:
* This reduces clutter at the top level of the project, due to one less
folder.
* It eliminates the separate build task necessary for building the
autotests using make "make test-build" which means that developers are
less likely to miss something in their own compilation tests
* It re-aligns the final location of the test binary in the app folder when
building with make with it's location in the source tree.
For meson builds, the autotest app is different from the other apps in that
it needs a series of different test cases defined for it for use by "meson
test". Therefore, it does not get built as part of the main loop in the
app folder, but gets built separately at the end.

The current mbuf scatter gather feature flag is
too ambiguous, as it is not clear if input and/or output
buffers can be scatter gather mbufs or not.
Therefore, three new flags will replace this flag:
- RTE_COMP_FF_OOP_SGL_IN_SGL_OUT
- RTE_COMP_FF_OOP_SGL_IN_FB_OUT
- RTE_COMP_FF_OOP_LB_IN_SGL_OUT
Note that out-of-place flat buffers is supported by default
and in-place is not supported by the library.

Renamed feature "Bypass" to "Pass-through",
as it is a more explicit name, meaning that the PMD
is capable of passing the mbufs through it,
without making any modifications (i.e.. NULL algorithm).
