101f4508a2 test: enable most driver tests on Windows
Enable most of the driver tests to run on Windows, most tests will be
skipped since the drivers themselves are not available on Windows.

Tests not removed from conditional run:

cryptodev_openssl_asym_autotest
  Test fails because it does not bother checking to see if required
  driver is available as the other cryptodev tests do.
  The test should be updated to fix the issue.

eventdev_selftest_octeontx, eventdev_selftest_sw
  Because it has a dependency on eventdev library which doesn't build
  on Windows. These should be resolved by including/running the tests
  dependent on if dpdk_conf.has('RTE_LIB_EVENT')

dump_xxx tests are still to be evaluated, no attempt has been made
to move these out of conditional run for Windows.

0bee070907 eal: add seqlock
A sequence lock (seqlock) is a synchronization primitive which allows
for data-race free, low-overhead, high-frequency reads, suitable for
data structures shared across many cores and which are updated
relatively infrequently.

A seqlock permits multiple parallel readers. A spinlock is used to
serialize writers. In cases where there is only a single writer, or
writer-writer synchronization is done by some external means, the
"raw" sequence counter type (and accompanying rte_seqcount_*()
functions) may be used instead.

To avoid resource reclamation and other issues, the data protected by
a seqlock is best off being self-contained (i.e., no pointers [except
to constant data]).

One way to think about seqlocks is that they provide means to perform
atomic operations on data objects larger than what the native atomic
machine instructions allow for.

DPDK seqlocks (and the underlying sequence counters) are not
preemption safe on the writer side. A thread preemption affects
performance, not correctness.

A seqlock contains a sequence number, which can be thought of as the
generation of the data it protects.

A reader will
  1. Load the sequence number (sn).
  2. Load, in arbitrary order, the seqlock-protected data.
  3. Load the sn again.
  4. Check if the first and second sn are equal, and even numbered.
     If they are not, discard the loaded data, and restart from 1.

The first three steps need to be ordered using suitable memory fences.

A writer will
  1. Take the spinlock, to serialize writer access.
  2. Load the sn.
  3. Store the original sn + 1 as the new sn.
  4. Perform load and stores to the seqlock-protected data.
  5. Store the original sn + 2 as the new sn.
  6. Release the spinlock.

Proper memory fencing is required to make sure the first sn store, the
data stores, and the second sn store appear to the reader in the
mentioned order.

The sn loads and stores must be atomic, but the data loads and stores
need not be.

The original seqlock design and implementation was done by Stephen
Hemminger. This is an independent implementation, using C11 atomics.

86e2487c5f test/security: add cases for inline IPsec offload
A new test suite is added in test app to test inline IPsec protocol
offload. In this patch, predefined vectors from Lookaside IPsec test
are used to verify the IPsec functionality without the need of
external traffic generators. The sent packet is loopbacked onto the same
interface which is received and matched with the expected output.
The test suite can be updated further with other functional test cases.
In this patch encap only cases are added.
The testsuite can be run using:
RTE> inline_ipsec_autotest

c62b318a9f app/test: add allocator performance benchmark
Memory allocator performance is crucial to applications that deal
with large amount of memory or allocate frequently. DPDK allocator
performance is affected by EAL options, API used and, at least,
allocation size. New autotest is intended to be run with different
EAL options. It measures performance with a range of sizes
for dirrerent APIs: rte_malloc, rte_zmalloc, and rte_memzone_reserve.

Work distribution between allocation and deallocation depends on EAL
options. The test prints both times and total time to ease comparison.

Memory can be filled with zeroes at different points of allocation path,
but it always takes considerable fraction of overall timing. This is why
the test measures filling speed and prints how long clearing takes
for each size as a reference (for rte_memzone_reserve estimations
are printed).

0edc1f408a test: enable subset of tests on Windows
Enable a subset of unit tests for Windows CI

- For driver tests, driver owners should enable corresponding tests when
  enabling driver for Windows.
- For dump tests, currently the tests hang on Windows which require
  further investigation.
- For telemetry tests, it has POSIX socket specific codes which require
  replacement for Windows. Will investigate and work on a separate patch.

ecb904cc45 build: fix warnings when running external commands
Meson 0.61.1 is giving warnings that the calls to run_command do not
always explicitly specify if the result is to be checked or not, i.e.
there is a missing "check" parameter. This is because the default
behaviour without the parameter is due to change in the future.

We can fix these warnings by explicitly adding into each call whether
the result should be checked by meson or not. This patch therefore
adds in "check: false" to each run_command call where the result is
being checked by the DPDK meson.build code afterwards, and adds in
"check: true" to any calls where the result is currently unchecked.

33e71acf3d drivers: remove octeontx2 drivers
As per the deprecation notice,  In the view of enabling unified driver
for octeontx2(cn9k)/octeontx3(cn10k), removing drivers/octeontx2
drivers and replace with drivers/cnxk/ which
supports both octeontx2(cn9k) and octeontx3(cn10k) SoCs.

This patch does the following

- Replace drivers/common/octeontx2/ with drivers/common/cnxk/
- Replace drivers/mempool/octeontx2/ with drivers/mempool/cnxk/
- Replace drivers/net/octeontx2/ with drivers/net/cnxk/
- Replace drivers/event/octeontx2/ with drivers/event/cnxk/
- Replace drivers/crypto/octeontx2/ with drivers/crypto/cnxk/
- Rename config/arm/arm64_octeontx2_linux_gcc as
  config/arm/arm64_cn9k_linux_gcc
- Update the documentation and MAINTAINERS to reflect the same.
- Change the reference to OCTEONTX2 as OCTEON 9. Old release notes and
the kernel related documentation is not accounted for this change.

926629e3f3 bus: fix device iterator match from arguments
Device iterator RTE_DEV_FOREACH() failed to return devices from
classifier like "class=vdpa", because matching name from empty kvargs
returns no result. If device name not specified in kvargs, the function
should iterate all devices.

This patch allows empty devargs or devargs without name specified.

74822233bd test: create a list of extra tests
We removed some tests from the "CI" (fast-tests) list because they
were not reliable enough or did not make sense as non regression tests.
Since we still build those tests code, leave an option for users to call
them.
This list can also serve as a point where to document why test X is not
suitable for the "CI" list.

44c730b0e3 sched: add PIE based congestion management
Implement PIE based congestion management based on rfc8033.

The Proportional Integral Controller Enhanced (PIE) algorithm works
by proactively dropping packets randomly.
PIE is implemented as more advanced queue management is required to
address the bufferbloat problem and provide desirable quality of
service to users.

Tests for PIE code added to test application.
Added PIE related information to documentation.

2eccf6afbe bpf: add function to convert classic BPF to DPDK BPF
The pcap library emits classic BPF (32 bit) and is useful for
creating filter programs.  The DPDK BPF library only implements
extended BPF (eBPF).  Add an function to convert from old to
new.

The rte_bpf_convert function uses rte_malloc to put the resulting
program in hugepage shared memory so it can be passed from a
secondary process to a primary process.

The code to convert was originally done as part of the Linux
kernel implementation then converted to a userspace program.

Both authors have agreed that it is allowable to create a modified
version of this code and license it with BSD license used by DPDK.

Simple unit test that created pcapng file using API.

To run this test you need to have at least one device.
For example:

1752b08781 test: rely on EAL detection for core list
Cores count has a direct impact on the time needed to complete unit
tests.

Currently, the core list used for unit test is enforced to "all cores on
the system" with no way for (CI) users to adapt it.
On the other hand, EAL default behavior (when no -c/-l option gets passed)
is to start threads on as many cores available in the process cpu
affinity.

Remove logic from meson: users can then select where to run the tests by
either running meson with a custom cpu affinity (using taskset/cpuset
depending on OS) or by passing a --test-args option to meson.

Example:
$ sudo meson test -C build --suite fast-tests -t 3 --test-args "-l 0-3"

ee00af6017 test: remove strict timing requirements some tests
The tests 'alarm_autotest' and 'cycles_autotest' rely on the underlying
system having very accurate and precise timing.  On systems where the
timing isn't as rigid, or the load is particularly high, these tests are
unreliable since the wake latency from the scheduler can be high enough
to miss the timing window.

Remove the timing related tests from the test suites.  These tests now
ensure the add/remove callback infrastructure unit tests, but drop the
waits and reliance on system timing and load.

This avoids FAIL on various testing infrastructures.

9667d97c25 pflock: add phase-fair reader writer locks
This is a new type of reader-writer lock that provides better fairness
guarantees which better suited for typical DPDK applications.
A pflock has two ticket pools, one for readers and one
for writers.

Phase-fair reader writer locks ensure that neither reader nor writer will
be starved.
Neither reader or writer are preferred, they execute in alternating
phases.
All operations of the same type (reader or writer) that acquire the lock
are handled in FIFO order.
Write operations are exclusive, and multiple read operations can be run
together (until a write arrives).

e0ae50c687 build: remove redundant _GNU_SOURCE definitions
The feature macro _GNU_SOURCE is defined globally,
but there was some remaining useless settings.

The internal definition in config/meson.build is kept,
all other internal definitions of _GNU_SOURCE are removed,
except in examples, which can be built as external applications.
Note: external applications do not inherit of _GNU_SOURCE.

1cd512b2f5 build: detect execinfo library on Linux
The library execinfo and its header file can be installed on Alpine Linux
where the backtrace feature is not part of musl libc:
	apk add libexecinfo-dev

As a consequence, this library should not be restricted to BSD only.

At the same time, the library and header are detected once and added
globally to be linked with any application, internal or external.

7be7dc6dea build: force pkg-config for dependency detection
Meson can use cmake as a fallback for detecting packages, and this can
lead to picking up 64-libs for 32-bit builds. To work around this, force
the use of pkg-config only for detecting libcrypto, zlib, jansson and
other package dependencies.

cb056611a8 eal: rename lcore master and slave
Replace master lcore with main lcore and
replace slave lcore with worker lcore.

Keep the old functions and macros but mark them as deprecated
for this release.

The "--master-lcore" command line option is also deprecated
and any usage will print a warning and use "--main-lcore"
as replacement.

a20b2c01a7 build: standardize component names and defines
As discussed on the dpdk-dev mailing list[1], we can make some easy
improvements in standardizing the naming of the various components in DPDK,
and their associated feature-enabled macros.

Following this patch, each library will have the name in format,
'librte_<name>.so', and the macro indicating that library is enabled in the
build will have the form 'RTE_LIB_<NAME>'.

Similarly, for libraries, the equivalent name formats and macros are:
'librte_<class>_<name>.so' and 'RTE_<CLASS>_<NAME>', where class is the
device type taken from the relevant driver subdirectory name, i.e. 'net',
'crypto' etc.

To avoid too many changes at once for end applications, the old macro names
will still be provided in the build in this release, but will be removed
subsequently.
