b9d60b5434 drivers/net: build i40e and mlx5 on Windows
Allows i40e and mlx5 PMDs to compile on Windows and disable other drivers.

Disable few i40e warnings with Clang such as comparison of integers of
different signs and macro redefinitions.

1e7fbdf0ba net/sfc: support concept of switch domains/ports
A later patch will add support for RTE flow action PORT_ID
to MAE backend. The driver has to ensure that such actions
refer to RTE ethdev instances deployed on top of the same
physical device. Also, the driver needs a means to find
sibling RTE ethdev instances when parsing such actions.

In order to solve these problems, add a switch infrastructure
which allocates switch domains based on persistence of device
serial number string across switch ports included in a domain.
Explain mapping between RTE switch port IDs and MAE endpoints.

acec04c4b2 build: disable experimental API check internally
Remove setting ALLOW_EXPERIMENTAL_API individually for each Makefile and
meson.build. Instead, enable ALLOW_EXPERIMENTAL_API flag across app, lib
and drivers.
This changes reduces the clutter across the project while still
maintaining the functionality of ALLOW_EXPERIMENTAL_API i.e. warning
external applications about experimental API usage.

d23e141ffa build: set RTE_ARCH_64 based on pointer size
Rather than relying on the target machine architecture, use the
size of a pointer from the compiler to determine if we are 64-bits
or not. This allows correct behaviour when you pass -m32 as a compile
option. It also allows us to use this value repeatedly throughout the
repo rather than continually testing for the sizeof(void*).

icc: command line remark #10010: option '-wd3656' is deprecated and will
be removed in a future release. See '-help deprecated'

"icc -help deprecated" output is:
-wd use -diag-disable

Based on above information "-wd" converted to "-diag-disable"
