fe2a571c70 net/i40e: remove i40evf
The default VF driver for Intel 700 Series Ethernet Controller already
switch to iavf in DPDK 21.05. And i40evf is no need to maintain now,
so remove i40evf related code.

e6a6a13891 net/i40e: add AVX512 vector path
Add AVX512 support for i40e PMD. This patch adds i40e_rxtx_vec_avx512.c
to support i40e AVX512 vPMD.

This patch aims to enable AVX512 on i40e vPMD. Main changes are focus
on Rx path compared with AVX2 vPMD.

ef4c16fd91 net/i40e: refactor RSS flow
1. Delete original code.
2. Add 2 tables(One maps flow pattern and RSS type to PCTYPE,
another maps RSS type to input set).
3. Parse RSS pattern and RSS type to get PCTYPE.
4. Parse RSS action to get queues, RSS function and hash field.
5. Create and destroy RSS filters.
6. Create new files for hash flows.

30105f664f drivers: add headers install helper
A lot of drivers export headers, reproduce the same facility than for
libraries.

Note: this change fixes an issue with the crypto scheduler headers which
were not installed properly. A separate backport will be sent to stable
branches.

84fb33fec1 build: remove deprecated cpuflag macros
Replace use of RTE_MACHINE_CPUFLAG macros with regular compiler
macros, which are more complete than those provided by DPDK, and as such
it allows new instruction sets to be leveraged without having to do
extra work to set them up in DPDK.

acec04c4b2 build: disable experimental API check internally
Remove setting ALLOW_EXPERIMENTAL_API individually for each Makefile and

maintaining the functionality of ALLOW_EXPERIMENTAL_API i.e. warning
external applications about experimental API usage.

fbaf943887 build: remove individual library versions
Since the library versioning for both stable and experimental ABI's is
now managed globally, the LIBABIVER and version variables no longer
serve any useful purpose, and can be removed.

The replacement in Makefiles was done using the following regex:

	^(#.*\n)?LIBABIVER\s*:=\s*\d+\n(\s*\n)?

(LIBABIVER := numbers, optionally preceded by a comment and optionally
succeeded by an empty line)

The replacement for meson files was done using the following regex:

	^(#.*\n)?version\s*=\s*\d+\n(\s*\n)?

(version = numbers, optionally preceded by a comment and optionally
succeeded by an empty line)

[David]: those variables are manually removed for the files:
- drivers/common/qat/Makefile
- lib/librte_eal/meson.build
[David]: the LIBABIVER is restored for the external ethtool example
library.

e0cb96204b net/i40e: add support for representor ports
Add support for virtual function representor ports to the i40e PF
driver. When SR-IOV virtual functions devices are enabled a
corresponding representor port for each VF can be enabled, in the
process in which the i40e PMD is running, by specifying the
representor devargs with the list of VF ports that representors
are to be created for.

An example of the devargs which would create VF representor for virtual
functions 0,2,4,5,6 and 7 is:

-w DBDF,representor=[0,2,4-7]

and to just specify a single representor on virtual function 3 (switch
port id):

-w DBDF,representor=3

bb17466d09 net/i40e: fix dependencies for AVX2 build with meson
The AVX2 code path includes files from the ethdev, hash and kvargs libs.
These are not listed as dependencies in the case where AVX2 is not in

b114af1603 build: remove architecture flag as default C flag
Any flags added to the project args are automatically added to all builds,
both native and cross-compiled. This is not what we want for the -march
flag as a valid -march for the cross-compile is not valid for pmdinfogen
which is a native-build tool.

Instead we store the march flag as a variable, and add it to the default
cflags for all libs, drivers, examples, etc. This will allow pmdinfogen to
compile successfully in a cross-compilation environment.
