For SNOW and ZUC algos the offset value for enryption and decryption
is converted to bytes. Hence RTE_CRYPTODEV_FF_NON_BYTE_ALIGNED_DATA
feature is not supported by the octeontx2 crypto pmd.

This patch sets the first 32 bytes of session private data
to zero. This prevents garbage data to be used in code logic.

Introduce the RTE_LOG_REGISTER macro to avoid the code duplication
in the logtype registration process.
It is a wrapper macro for declaring the logtype, registering it and
setting its level in the constructor context.

Some places were calling the meson function host_machine.system()
instead of the variables is_windows and is_linux defined
in config/meson.build.
At the same time, the missing "Linux restriction" reason is added to
pfe and octeontx2 crypto PMDs.

Session configure should return -ENOTSUP in case of unsupported xform
requests. Moving the validation of combinations out of cpt, as the
feature support will not be same across OCTEON TX and OCTEON TX2.

Remove setting ALLOW_EXPERIMENTAL_API individually for each Makefile and
meson.build. Instead, enable ALLOW_EXPERIMENTAL_API flag across app, lib
and drivers.
This changes reduces the clutter across the project while still
maintaining the functionality of ALLOW_EXPERIMENTAL_API i.e. warning
external applications about experimental API usage.

Like for OCTEON TX, the OCTEON TX2 crypto engines must
first be unbound from their kernel module, then rebound to
vfio-pci, before being used in DPDK.
As this capability is detected at runtime by dpdk-pmdinfo,
add the info in the PMD registering directives.
Then an external script can be used for bind and unbind.

For enabling outbound inline IPsec, a CPT queue needs to be tied
to a NIX PF_FUNC. Distribute CPT queues fairly among all available
otx2 eth ports.
For inbound, one CPT LF will be assigned and initialized by kernel.

Since the library versioning for both stable and experimental ABI's is
now managed globally, the LIBABIVER and version variables no longer
serve any useful purpose, and can be removed.
The replacement in Makefiles was done using the following regex:
^(#.*\n)?LIBABIVER\s*:=\s*\d+\n(\s*\n)?
(LIBABIVER := numbers, optionally preceded by a comment and optionally
succeeded by an empty line)
The replacement for meson files was done using the following regex:
