This patch fixes 'maybe-uninitialized' warnings reported by compiler
when using LTO.
Compiler warning pointing to this error (with LTO enabled):
error: ‘kg_cfg.extracts[0].masks[0].mask’ may be used uninitialized in
this function [-Werror=maybe-uninitialized]

MC firmware is the core component of FSLMC bus and net/DPAA2 devices.
Prior to this patch, MC firmware supported 10.14.x version. This
patch bumps the min supported version to 10.18.x.

TX confirmation mode provides dedicated confirmation
queues for transmitted packets. These queues are used
by software to get the status and release
transmitted packets buffers.
By default TX confirmation mode is kept disabled.

The DPAA2 hw can support a special offset based
configuration to program distribution on hash.
This is for all cases, which are not directly supported.
e.g. HASH based distribution on inner ip header
of a GRE tunnel.

This patch enables the population of timestamp field
in mbuf on packet receive.
It may give performance impact on LX2xxx platforms.
So, it has been made optional for Lx2xxx platform.
One shall call, rte_dpaa2_enable_ts() to enable it.
Nothing is required for LS2 and LS1088 platforms.

Create a rte_ethdev_driver.h file and move PMD specific APIs here.
Drivers updated to include this new header file.
There is no update in header content and since ethdev.h included by
ethdev_driver.h, nothing changed from driver point of view, only
logically grouping of APIs. From applications point of view they can't
access to driver specific APIs anymore and they shouldn't.
More PMD specific data structures still remain in ethdev.h because of
inline functions in header use them. Those will be handled separately.

Parsing the annotation has multiple if checks in the data path.
These are reduced for common cases like IPv4/IPv6 and UDP/TCP
packets to enhance performance of these generic cases.

The DPAA2 driver is not using the DPAA2 frame descriptor
software annotation area. This patch reduces the
PTA length to zero and adjust the RX Buffer Layout
accordingly.
