When link goes down, disable the port's Rx path to drop the incoming
traffic closer to the wire, instead of accepting them in for further
Rx processing, only to eventually drop them at the port's RxQs. This
prevents unnecessary congestion in the Rx path. The port's Rx path
will be re-enabled once the link up event is received in the firmware
event queue.

Since the built driver filenames have changed in DPDK 20.11, we need to
update the driver doc to match.
Most drivers start their section with the driver filename highlighted in
bold, while a number were missing the highlight. When updating the names,
add the markers for bold text to any missing it, so as to have things more
consistent.

Apart from the 4-tuple (IP src/dst addresses and TCP/UDP src/dst
port addresses), there are only 40-bits available to match other
fields in packet headers. Not all combinations of packet header
fields can fit in the 40-bit tuple.
Currently, the combination of packet header fields to match are
configured via filterMode for LETCAM filters and filterMask for
HASH filters in firmware config files (t5/t6-config.txt). So, add
devargs to allow User to dynamically select the filterMode and
filterMask combination during runtime, without having to modify the
firmware config files and reflashing them onto the adapter. A table
of supported combinations is maintained by the driver to internally
translate the User specified devargs combination to hardware's internal
format before writing the requested combination to hardware

Rather than using linuxapp and bsdapp everywhere, we can change things to
use the, more readable, terms "linux" and "freebsd" in our build configs.
Rather than renaming the configs we can just duplicate the existing ones
with the new names using symlinks, and use the new names exclusively
internally. ["make showconfigs" also only shows the new names to keep the
list short] The result is that backward compatibility is kept fully but any
new builds or development can be done using the newer names, i.e. both
"make config T=x86_64-native-linuxapp-gcc" and "T=x86_64-native-linux-gcc"
work.

Introduce rte_flow skeleton and implement validate operation.
Parse and convert <item>, <action>, <attributes> into hardware
specification. Perform validation, including basic sanity tests
and underlying device's supported filter capability checks.
Currently add support for:
<item>: IPv4, IPv6, TCP, and UDP.
<action>: Drop, Queue, and Count.
Also add sanity checks to ensure filters are created at specified
index in LE-TCAM region. The index in LE-TCAM region indicates
the filter rule's priority with index 0 having the highest priority.
If no index is specified, filters are created at closest available
free index.

The new code uses the new 32-bit Port Capabilities exclusively and
only translates to/from the old 16-bit Port Capabilities at the last
point possible when talking to older Firmware.
For the old versus new Firmware issue, we use the new FW_PARAMS_CMD[PFVF,
CAPS32] command to tell the Firmware that we want Asynchronous Port Status
updates to use the new 32-bit version of the Port Information message. If
we get an error, we know we're dealing with older Firmware, and if not,
we'll start getting th new 32-bit Port Capability message formats.
Also, refactor t4_handle_fw_rpl() to handle new 32-bit Port Capability
replies from firmware in t4_handle_get_port_info().

TX coalescing waits for ETH_COALESCE_PKT_NUM packets to be coalesced
across bursts before transmitting them. For slow traffic, such as
100 PPS, this approach increases latency since packets are received
one at a time and tx coalescing has to wait for ETH_COALESCE_PKT
number of packets to arrive before transmitting.
To fix this:
- Update rx path to use status page instead and only receive packets
when either the ingress interrupt timer threshold (5 us) or
the ingress interrupt packet count threshold (32 packets) fires.
(i.e. whichever happens first).
- If number of packets coalesced is <= number of packets sent
by tx burst function, stop coalescing and transmit these packets
immediately.
Also added compile time option to favor throughput over latency by
default.

promoting the use of the corelist (-l) option. The patch
adjusts the docs to use -l EAL option instead of the -c option.
The patch only changes the docs and not the code as the -c option
will continue to exist unless it is removed in the future. The -c
option should be kept to maintain backward compatibility.

The following tools may be installed system-wide.
It may be cleaner and more convenient to find them with the same
dpdk- prefix (especially for autocompletion).
Moreover, the script dpdk_nic_bind.py deserves a new name because it is
not restricted to NICs and can be used for e.g. crypto.
These files are renamed:
pmdinfogen -> dpdk-pmdinfogen
pmdinfo.py -> dpdk-pmdinfo.py
dpdk_pdump -> dpdk-pdump
dpdk_proc_info -> dpdk-procinfo
dpdk_nic_bind.py -> dpdk-devbind.py
setup.sh -> dpdk-setup.sh
The tools pmdinfogen, pmdinfo.py and dpdk_pdump are new in 16.07.
The scripts dpdk_nic_bind.py and setup.sh may have been used with
previous releases by end users. That's why a symbolic link still
provide the old name in the installed tools directory.
