Some config options are overwritten with the same value
as the one inherited from its template parent.
Such duplicates which have no meaningful comments are removed.

Rather than using linuxapp and bsdapp everywhere, we can change things to
use the, more readable, terms "linux" and "freebsd" in our build configs.
Rather than renaming the configs we can just duplicate the existing ones
with the new names using symlinks, and use the new names exclusively
internally. ["make showconfigs" also only shows the new names to keep the
list short] The result is that backward compatibility is kept fully but any
new builds or development can be done using the newer names, i.e. both
"make config T=x86_64-native-linuxapp-gcc" and "T=x86_64-native-linux-gcc"
work.

Keep only single config option RTE_USE_C11_MEM_MODEL for C11 memory
model, so all modules can leverage C11 atomic extension by enable this
option.

On thunderx and octeontx, ring_perf_autotest and
ring_pmd_perf_autotest test shows better performance
when disabling CONFIG_RTE_RING_USE_C11_MEM_MODEL.
On the other hand, Enabling CONFIG_RTE_RING_USE_C11_MEM_MODEL
shows better performance on thunderx2.
Since thunderx2 is using the default armv8 config,
no particular change is required.

Enable Thunderx nicvf PMD driver in the common
config as it does not have build dependency
with any external library and/or architecture.

Introduce driver initialization and enable build infrastructure for
nicvf pmd driver.
By default, It is enabled only for defconfig_arm64-thunderx-*
config as it is an inbuilt NIC device.
