Enabled the flag pmd_supports_disable_iova_as_pa in cnxk driver build
files as they work with IOVA as VA. Updated cn9k and cn10k soc build
configurations to disable the IOVA as PA build by default.

In vector mode, DF bit is not programmed correctly, as the
return value of vsetq_lane_u64() is ignored, which actually
contains the updated value, leading HW to free mbufs though
NIX_TX_OFFLOAD_MBUF_NOFF_F flag is set.
Hence, save return value of vsetq_lane_u64() appropriately so
that DF bit is programmed correctly.

Add multi-seg support for Inline IPsec.
Also in reassembly, FI_PAD is not required to compute pointer to
Fragment info because it is only at CPT_PARSE_HDR_S + FI_OFFSET * 8
and is always 8B aligned.

Add FC check in vector event Tx path, the check needs to be
performed after head wait right before LMTST is issued.
Since, SQB pool FC updates are delayed w.r.t the actual
utilization of pool add sufficient slack to avoid overflow.
Added a new device argument to override the default SQB slack
configured, can be used as follows:
-a 0002:02:00.0,sqb_slack=32

For transport mode, roundup needs to be based on L4 data
and shouldn't include L3 length.
By including L3 length, rlen that is calculated and put in
send hdr would cross the final length of the packet in some
scenarios where padding is necessary.
Also when outer and inner checksum offload flags are enabled,
get the l2_len and l3_len from il3ptr and il4ptr.

Disable default inner L3/L4 checksum generation for outbound inline
path and enable based on SA options or RTE_MBUF flags as per
the spec. Though the checksum generation is not impacting much
performance, it is overwriting zero checksum for UDP packets
which is not always good.

cnxk platform supports red/yellow packet marking based on TM
configuration. This patch set hooks to enable/disable packet
marking for VLAN DEI, IP DSCP and IP ECN. Marking enabled only
in scalar mode.

Align prefetches for CN10K cache model for vWQE in Rx and Tx.
Move mbuf->next NULL assignment to Tx path and enabled it only
when multi segments offload is enabled to reduce L1 pressure.
Add macros to detect corrupted mbuf->next values when
MEMPOOL_DEBUG is set.

Tx command is prepared based on offloads enabled and stored in
Tx queue structure at tx_queue_setup phase.
In fastpath the command is copied from Tx queue to LMT line for
all the packets.
Since, the command contents are mostly constants we can move the
command preparation to fastpath and avoid accessing Tx queue
memory.
