Remove setting ALLOW_EXPERIMENTAL_API individually for each Makefile and
meson.build. Instead, enable ALLOW_EXPERIMENTAL_API flag across app, lib
and drivers.
This changes reduces the clutter across the project while still
maintaining the functionality of ALLOW_EXPERIMENTAL_API i.e. warning
external applications about experimental API usage.

V1000/R1000 processors are using the same PCI ids for the network
device as SNOWYOWL processor but has altered register definitions
for determining the window settings for the indirect PCS access.
Add support to check for this hardware and if found use the new
register values.

Since the library versioning for both stable and experimental ABI's is
now managed globally, the LIBABIVER and version variables no longer
serve any useful purpose, and can be removed.
The replacement in Makefiles was done using the following regex:

One issue caught by Coverity 340835
*unlock: axgbe_phy_set_mode unlocks pdata->phy_mutex
*double_unlock: axgbe_phy_sfp_detect unlocks pdata->phy_mutex
while it is unlocked.
In axgbe_phy_sfp_detect()/axgbe_phy_set_redrv_mode(),
axgbe_phy_get_comm_ownership() and axgbe_phy_put_comm_ownership()
are invoked subsequently.
Currently in axgbe_phy_get_comm_ownership(), during one of the case
'phy_data->comm_owned' is not protected and before returning 0, lock is
not called and unlock is called in axgbe_phy_put_comm_ownership()
directly which is incorrect.
Ideally, the variable 'phy_data->comm_owned' needs to be protected.
During success scenario, lock is called in
axgbe_phy_get_comm_ownership() followed by unlock in
axgbe_phy_put_comm_ownership(). In failure case, unlock is invoked in
axgbe_phy_get_comm_ownership() itself appropriately.
The fix is to protect 'phy_data->comm_owned' in the identified case
ensuring locks/unlocks properly exist.

Change return value of the callbacks from void to int. Make
implementations across all drivers return negative errno
values in case of error conditions.
Both callbacks are updated together because a large number of
drivers assign the same function to both callbacks.

Replace rte_intr_enable() with rte_intr_ack() API
for acking an interrupt in interrupt handlers and
rx_queue_intr_enable() callbacks of PMD's.
This is inline with original intent of this change in PMDs
to ack interrupts after handling is completed if
device is backed by UIO, IGB_UIO or VFIO(with INTx).

This is a clean-up of common ethdev data freeing.
All data freeing are moved to rte_eth_dev_release_port()
and done only in case of primary process.
It is probably fixing some memory leaks for PMDs which were
not freeing all data.

Removed DEV_RX_OFFLOAD_CRC_STRIP offload flag.
Without any specific Rx offload flag, default behavior by PMDs is to
strip CRC.
PMDs that support keeping CRC should advertise DEV_RX_OFFLOAD_KEEP_CRC
Rx offload capability.
Applications that require keeping CRC should check PMD capability first
and if it is supported can enable this feature by setting
DEV_RX_OFFLOAD_KEEP_CRC in Rx offload flag in rte_eth_dev_configure()

DEV_RX_OFFLOAD_KEEP_CRC offload flag is added. PMDs that support
keeping CRC should advertise this offload capability.
DEV_RX_OFFLOAD_CRC_STRIP flag will remain one more release
default behavior in PMDs are to keep the CRC until this flag removed
Until DEV_RX_OFFLOAD_CRC_STRIP flag is removed:
- Setting both KEEP_CRC & CRC_STRIP is INVALID
- Setting only CRC_STRIP PMD should strip the CRC
- Setting only KEEP_CRC PMD should keep the CRC
- Not setting both PMD should keep the CRC
A helper function rte_eth_dev_is_keep_crc() has been added to be able to
change the no flag behavior with minimal changes in PMDs.
The PMDs that doesn't report the DEV_RX_OFFLOAD_KEEP_CRC offload can
remove rte_eth_dev_is_keep_crc() checks next release, related code
commented to help the maintenance task.
And DEV_RX_OFFLOAD_CRC_STRIP has been added to virtual drivers since
they don't use CRC at all, when an application requires this offload
virtual PMDs should not return error.

Public struct rte_eth_dev_info has a "struct rte_pci_device" field in it
although it is common for all ethdev in all buses.
Replacing pci specific struct with generic device struct and updating
places that are using pci device in a way to get this information from
generic device.
