When user requests a filter deletion only filter with
manual priority must be deleted. When an automatic filter has
the same specification, it must be skipped.

Check that unknown unicast and unknown multicast filters are
applied and return an error if they are not applied. The error
is used in promiscuous and all multicast mode enable and disable
callbacks.

Unknown unicast filter creation may fail because of insufficient
permissions on VF. This failure is handled internally in libefx MAC
reconfiguration without any way for a user to know if it happened.
Making the MAC reconfiguration forward error code of filter
reconfiguration would be too destructive to the existing code
that may rely on the function never returning that error.
Add an API for getting the status of current unknown unicast and
all multicast filters since user must know that requested
filters are actually applied.

Remove setting ALLOW_EXPERIMENTAL_API individually for each Makefile and
meson.build. Instead, enable ALLOW_EXPERIMENTAL_API flag across app, lib
and drivers.
This changes reduces the clutter across the project while still
maintaining the functionality of ALLOW_EXPERIMENTAL_API i.e. warning
external applications about experimental API usage.

Make user filters a priority in EF10 datapath. When a manual
filter with a specification that is equal to an existing auto
filter is inserted, the manual filter:
- replaces auto filter if the specification is exclusive;
- is inserted along existing auto filter otherwise;
In the first case the auto filter that was replaced is saved.
This saved filter can be updated on filter reconfiguration and
is restored on the manual filter removal.

Only implemented filter priorities are manual and auto. Remove
unused priorities since exposing unimplemented functionality
is of no benefit.
Tx filter specification default priority is changed to manual,
since required priority does not differ from it in the implementation.

The upcoming patches will bring support for MAE to RTE flow implementation.
A follow-up patch will introduce MAE-specific specification cleanup method.

A backend which a driver employs to handle flow rules of a given
type depends on the underlying NIC flow engine. The driver in
question in its current state is tailored to support the only
flow engine, VNIC filtering. As the need arises to add support
for transfer rules, the driver has to be reworked so that it
becomes possible to introduce yet another backend.
As a preparation step, make the flow list shared
between different engines.

The flow specification structure will be transformed to a generic one, and
its current contents will be fenced off to form a VNIC-specific parameters.
Flow RSS details do not belong to the said specification currently, albeit
being VNIC-specific. This patch addresses this issue as a preparation step.

Since the library versioning for both stable and experimental ABI's is
now managed globally, the LIBABIVER and version variables no longer
serve any useful purpose, and can be removed.
The replacement in Makefiles was done using the following regex:

Change return value of the callbacks from void to int. Make
implementations across all drivers return negative errno
values in case of error conditions.
Both callbacks are updated together because a large number of
drivers assign the same function to both callbacks.

Replace rte_intr_enable() with rte_intr_ack() API
for acking an interrupt in interrupt handlers and
rx_queue_intr_enable() callbacks of PMD's.
This is inline with original intent of this change in PMDs
to ack interrupts after handling is completed if
device is backed by UIO, IGB_UIO or VFIO(with INTx).
