The driver setting of "allow_experimental_apis" was not being used when
building the base code. To allow this we can manually put in a check
in the base code files for the setting and set the appropriate cflag
if it's needed.

This feature is used to offload stripping of VLAN header from received
packets and update vlan_tci field in mbuf when
DEV_RX_OFFLOAD_VLAN_STRIP & ETH_VLAN_STRIP_MASK flag is set.

thunderx pmd driver passes dev_info.max_rx_pktlen as
9200 (via rte_eth_dev_info_get()) to application.
But, when application tries to set MTU as
(9200 - sizeof(ethernet_header_t)) the operation fails
because of missing CRC and VLAN additions.
This patch fixes the following for thunderx pmd driver:
- Sets NIC_HW_MAX_FRS to 9216 (instead of 9200)
- Sets NIC_HW_MAX_MTU to 9190 (NIC_HW_MAX_FRS - ETH_HLEN
- ETHER_CRC_LEN - 2*VLAN_HLEN)
- Sets dev_info->max_rx_pkt_len to NIC_HW_MAX_MTU +
ETH_HLEN (instead of 9200)
- Allows rte_eth_dev_set_mtu() to pass if application
(like VPP) calls rte_eth_dev_set_mtu() before
rte_eth_dev_start() by putting appropriate check for
dev->data->dev_started

cq_limit field is added in cn88xx-pass2 and subsequent
versions. Reflect the change in the sq_config structure.
This change is backward compatible as the old pass versions
ignore this field.

Based on the packet type(IPv4 or IPv6), the nicvf HW aligns
L3 data to the 64bit memory address.
The alignment creates a hole in mbuf(between the
end of headroom and packet data start).
The new revision of the HW provides an option to disable
the L3 alignment feature and make mbuf layout looks
more like other NICs. For better application compatibility,
disabling l3 alignment feature on the hardware revisions it supports.

Certain thunderx SoC pass has additional optional word
in Rx descriptor to hold tunneling extension info.
Based on this capability, the location where packet pointer
address stored in Rx descriptor will vary.

Allocate maximum supported hardware ring hardware descriptors
memory on the first rte_eth_dma_zone_reserve call in order to
