At the fail label, there's a statement to set general errno and
error message. However, before the label is reached, a custom
error message can be set by the code which parses actions.
This custom (action-specific) message, when present,
must not be replaced by the general one.

Since rte_flow is the only API for filtering operations,
the legacy driver interface filter_ctrl was too much complicated
for the simple task of getting the struct rte_flow_ops.
The filter type RTE_ETH_FILTER_GENERIC and
the filter operarion RTE_ETH_FILTER_GET are removed.
The new driver callback flow_ops_get replaces filter_ctrl.

These items allow the user to avoid having to set the EtherType field in an
ETH item to match PPPoE traffic. Using a PPPoED (PPPoE discovery) or PPPoES
(PPPoE session) item will lead to EtherType filter being set up with
a corresponding value. If an ETH item provides its own EtherType value,
it will be checked for correctness.
Matching on PPPoE fields is not supported.

Rename PKT_RX_EIP_CKSUM_BAD to PKT_RX_OUTER_IP_CKSUM_BAD and
deprecate the original name. The new name is better aligned

This is workaround for 8000-series EF10 hardware TSO bug.
Innermost IP length and outer UDP datagram length must be
greater than or equal to the corresponding values derived
from the MSS; otherwise, the checksum offloads will break.

The jumbo frame uses the 'RTE_ETHER_MAX_LEN' as boundary condition,
but the Ether overhead is larger than 18 when it supports VLAN tag.
That will cause the jumbo flag rx offload is wrong when MTU size is
'RTE_ETHER_MTU'.
This fix will change the boundary condition with 'RTE_ETHER_MTU',
that perhaps impacts the cases of the jumbo frame related.

The changeset that introduced common flow API thread safety
in fact introduced double locking to this particular PMD as
RTE flow API implementation in the PMD has been thread-safe
since the day zero. State this by setting the corresponding
device flag to skip locking imposed by generic RTE flow API.

Having support for these items implies the ability to insert

A later patch will add support for RTE flow action PORT_ID
to MAE backend. The driver has to ensure that such actions
refer to RTE ethdev instances deployed on top of the same
physical device. Also, the driver needs a means to find
sibling RTE ethdev instances when parsing such actions.
In order to solve these problems, add a switch infrastructure
which allocates switch domains based on persistence of device
serial number string across switch ports included in a domain.
Explain mapping between RTE switch port IDs and MAE endpoints.

The driver will need a means to figure out relationship between

There are MAE actions which do not have uniform counterparts
in terms of RTE flow. However, there are bundles of RTE flow
actions which can be considered as such counterparts.
Implement facilities to handle related RTE flow actions as
parts of a whole. These facilities will be used by a later
patch to add support for VLAN PUSH actions bundle.
