cd8c7c7ce2 ethdev: replace bus specific struct with generic dev
Public struct rte_eth_dev_info has a "struct rte_pci_device" field in it
although it is common for all ethdev in all buses.

Replacing pci specific struct with generic device struct and updating
places that are using pci device in a way to get this information from
generic device.

49df3db848 memzone: replace memzone array with fbarray
It's there, so we might as well use it. Some operations will be
sped up by that.

Since we have to allocate an fbarray for memzones, we have to do
it before we initialize memory subsystem, because that, in
secondary processes, will (later) allocate more fbarrays than the
primary process, which will result in inability to attach to
memzone fbarray if we do it after the fact.

ffc905f3b8 ethdev: separate driver APIs
Create a rte_ethdev_driver.h file and move PMD specific APIs here.
Drivers updated to include this new header file.

There is no update in header content and since ethdev.h included by
ethdev_driver.h, nothing changed from driver point of view, only
logically grouping of APIs. From applications point of view they can't
access to driver specific APIs anymore and they shouldn't.

More PMD specific data structures still remain in ethdev.h because of
inline functions in header use them. Those will be handled separately.

d5b0924ba6 ethdev: add return value to stats get dev op

bc5ef57d43 net/ena: calculate partial checksum if DF bit is disabled

If application will not set m2_len field, we assume we that it was Ethernet

feb9f680cd mk: optimize directory dependencies
Before this patch, the management of dependencies between directories
had several issues:

- the generation of .depdirs, done at configuration is slow: it can take
more than one minute on some slow targets (usually ~10s on a standard
  PC without -j).

- for instance, it is possible to express a dependency like:
  - app/foo depends on lib/librte_foo
  - and lib/librte_foo depends on app/bar
But this won't work because the directories are traversed with a
depth-first algorithm, so we have to choose between doing 'app' before
  or after 'lib'.

- the script depdirs-rule.sh is too complex.

- we cannot use "make -d" for debug, because the output of make is used for
  the generation of .depdirs.

This patch moves the DEPDIRS-* variables in the upper Makefile, making
the dependencies much easier to calculate. A DEPDIRS variable is still
used to process library dependencies in LDLIBS.

After this commit, "make config" is almost immediate.

2f45703c17 drivers: make driver names consistent
As discussed in the past release, driver names are modified
to be more consistent, and the future driver should follow
this new convention.

Driver names consist of:
"driver category"_"driver folder name"_"optional extra name".

For example:
- Crypto null driver       -> "crypto_null"
- Network IXGBE VF driver  -> "net_ixgbe_vf"
