Medford2 uses a configurable VI window size, and requires
updates to register accesses to use a runtime VI window size
rather than the *_STEP register constants used for earlier
controllers.

Conversion to dynamic logging done in the previous patches
makes it possible to simplify internal controls for init
logging. This patch allows to prepare for such a change.
It makes init-unrelated messages use NOTICE level so that
the following patch will be able to convert init logging
to use INFO level and remain silent by default.

Ethdev Tx offloads API has changed since:
commit cba7f53b717d ("ethdev: introduce Tx queue offloads API")
This commit support the new Tx offloads API.
The code which fills in txq_flags in default_txconf is preserved
because rte_eth_dev_info_get() lacks conversion between offloads
and txq_flags fields which means that a legacy application which
relies on default_txconf will fail to configure Tx queues in the
case when some bits in txq_flags are mandatory.

EFX_TXQ_LIMIT is libefx-specifics and it should not be used
for other Tx datapaths implementations (e.g. EF10 native).
EF10 native Tx datapath has its own understanding of the maximum
TxQ fill level imposed by EvQ clear strategy and space reserved
for Tx error and flush events.

Tx queue prefetch, host and writeback thresholds are used for
performance fine-tuning and not applicable to Solarflare NICs.
It is safe to just log warning and do not fail Tx queue setup
to be more friendly to DPDK applications which hardcode it.

rte_pktmbuf_mtophys_offset -> rte_pktmbuf_iova_offset
The deprecated functions and macros are kept to avoid breaking the API.

EvQ info array keeps information about EvQ centralized, however
EvQ pointers are available in TxQ and RxQ structures. Single
array for all EvQs complicates device reconfigure handling, so
simply git rid of it.
It removes notion of EvQ software index since there is no EvQ
array in software any more.

The index of an event queue index is computed from the index of the
corresponding transmit or receive queue, and depends on the total
number of receive queues. As a consequence, the index of an event
queue bound to a transmit queue changes if the total number of
receive queues is changed.

Remove RTE_LIBRTE_SFC_EFX_TSO config option since it is not
required any more:
- unreasonable limit on number of Tx queues when TSO is not
actually required should be solved using per-device parameter
- performance difference with and without TSO compiled in is small
