As announced in the deprecation note, remove the Rx offload flag
'RTE_ETH_RX_OFFLOAD_HEADER_SPLIT' and 'split_hdr_size' field from
the structure 'rte_eth_rxmode'. Meanwhile, the place where the examples
and apps initialize the 'split_hdr_size' field, and where the drivers
check if the 'split_hdr_size' value is 0 are also removed.
User can still use `RTE_ETH_RX_OFFLOAD_BUFFER_SPLIT` for per-queue packet
split offload, which is configured by 'rte_eth_rxseg_split'.

Masking of core mask was incorrect. Instead of using 1U for shifting, it
should be using 1LU as the result is assigned to uint64.
CID 375859: Potentially overflowing expression "1U << app_main_core" with
type "unsigned int" (32 bits, unsigned) is evaluated using 32-bit
arithmetic, and then used in a context that expects an expression of
type "uint64_t" (64 bits, unsigned).

Implement PIE based congestion management based on rfc8033.
The Proportional Integral Controller Enhanced (PIE) algorithm works
by proactively dropping packets randomly.
PIE is implemented as more advanced queue management is required to
address the bufferbloat problem and provide desirable quality of
service to users.
Tests for PIE code added to test application.
Added PIE related information to documentation.

There is a confusion on setting max Rx packet length, this patch aims to
clarify it.
'rte_eth_dev_configure()' API accepts max Rx packet size via
'uint32_t max_rx_pkt_len' field of the config struct 'struct
rte_eth_conf'.
Also 'rte_eth_dev_set_mtu()' API can be used to set the MTU, and result
stored into '(struct rte_eth_dev)->data->mtu'.
These two APIs are related but they work in a disconnected way, they
store the set values in different variables which makes hard to figure
out which one to use, also having two different method for a related
functionality is confusing for the users.
Other issues causing confusion is:
* maximum transmission unit (MTU) is payload of the Ethernet frame. And
'max_rx_pkt_len' is the size of the Ethernet frame. Difference is
Ethernet frame overhead, and this overhead may be different from
device to device based on what device supports, like VLAN and QinQ.
* 'max_rx_pkt_len' is only valid when application requested jumbo frame,
which adds additional confusion and some APIs and PMDs already
discards this documented behavior.
* For the jumbo frame enabled case, 'max_rx_pkt_len' is an mandatory
field, this adds configuration complexity for application.
As solution, both APIs gets MTU as parameter, and both saves the result
in same variable '(struct rte_eth_dev)->data->mtu'. For this
'max_rx_pkt_len' updated as 'mtu', and it is always valid independent
from jumbo frame.
For 'rte_eth_dev_configure()', 'dev->data->dev_conf.rxmode.mtu' is user
request and it should be used only within configure function and result
should be stored to '(struct rte_eth_dev)->data->mtu'. After that point
both application and PMD uses MTU from this variable.
When application doesn't provide an MTU during 'rte_eth_dev_configure()'
default 'RTE_ETHER_MTU' value is used.
Additional clarification done on scattered Rx configuration, in
relation to MTU and Rx buffer size.
MTU is used to configure the device for physical Rx/Tx size limitation,
Rx buffer is where to store Rx packets, many PMDs use mbuf data buffer
size as Rx buffer size.
PMDs compare MTU against Rx buffer size to decide enabling scattered Rx
or not. If scattered Rx is not supported by device, MTU bigger than Rx
buffer size should fail.

Instead of using getopt_long return value, strcmp was used to
compare the input parameters with the struct option array. This
patch get rid of all those strcmp by directly binding each longopt
with an int enum. This is to improve readability and consistency in
all examples.

Replace master lcore with main lcore and
replace slave lcore with worker lcore.
Keep the old functions and macros but mark them as deprecated
for this release.
The "--master-lcore" command line option is also deprecated
and any usage will print a warning and use "--main-lcore"
as replacement.

Rather than setting -Bstatic in the linker flags when doing a static link,
and then having to explicitly set -Bdynamic again afterwards, we can update
the pkg-config file to use -l:libfoo.a syntax to explicitly refer to the
static library in question. Since this syntax is not supported by meson's
pkg-config module directly, we can post-process the .pc files instead to
adjust them.
Once done, we can simplify the examples' makefiles and the docs by removing
the explicit static flag.

Some versions of pkg-config don't support the --path flag, which is not a
fatal error when building the apps. Without the flag, the makefile just
cannot track the .pc file of DPDK as a dependency of the build. Therefore,
we can ignore the error and suppress it by redirecting to /dev/null the
stderr from that call to pkg-config.

Not all versions of pkg-config in distros have support for the
--define-prefix flag [1], causing errors when building examples manually or
with test-meson-builds.sh script [2].
For the former case, we need to remove the hard-coded use of the flag in
the Makefiles.
For the latter case, the flag is necessary for builds to succeed, so we
skip the tests when it's not present, passing it as part of the pkg-config
command if it is supported.

To support high bandwidth network interfaces, all rates (port,
subport level token bucket and traffic class rates, pipe level
token bucket and traffic class rates) and stats counters defined
in public data structures (rte_sched.h) are modified to support

All higher priority traffic classes contain only one queue, thus
remove wrr function for them. The lowest priority best-effort
traffic class conitnue to have multiple queues and packet are
scheduled from its queues using wrr function.

The "make clean" command had a number of issues:
- the "--ignore-fail-on-non-empty" flag is not present on BSD
- the call to remove the build folder would fail if there was no build
folder present.
These are fixed by only removing the build folder if it exists, and by
using -p flag to rmdir in place of --ignore-fail-on-non-empty

This patch implements the changes proposed in the deprecation
note[1]. Replace multiple color definitions in various places such as
rte_meter.h, rte_tm.h and rte_mtr.h with single rte_color defined
in rte_meter.h.
This is simple search and replace exercise without any implementation

Most examples have in their makefiles a default RTE_TARGET directory to be
used in case RTE_TARGET is not set. Rather than just using a hard-coded
default, we can instead detect what the build directory is relative to
RTE_SDK directory.
This fixes a potential issue for anyone who continues to build using
"make install T=x86_64-native-linuxapp-gcc" and skips setting RTE_TARGET
explicitly, instead relying on the fact that they were building in a
directory which corresponded to the example default path - which was
changed to "x86_64-native-linux-gcc" by commit 218c4e68c1 ("mk: use
linux and freebsd in config names").

Rather than using linuxapp and bsdapp everywhere, we can change things to
use the, more readable, terms "linux" and "freebsd" in our build configs.
Rather than renaming the configs we can just duplicate the existing ones
with the new names using symlinks, and use the new names exclusively
internally. ["make showconfigs" also only shows the new names to keep the
list short] The result is that backward compatibility is kept fully but any
new builds or development can be done using the newer names, i.e. both
"make config T=x86_64-native-linuxapp-gcc" and "T=x86_64-native-linux-gcc"
work.

The new generic format contains: queue ID, traffic class, color.
Added public APIs to set and get these new fields to and from mbuf.
librte_sched changes:
In addtion, following API functions of the sched library have
been modified with an additional parameter of type struct
rte_sched_port to accommodate the changes made to mbuf sched field.
(i)rte_sched_port_pkt_write()
(ii) rte_sched_port_pkt_read_tree_path()
librte_pipeline, qos_sched UT, qos_sched app are updated
to make use of new changes.
Also mbuf->hash.txadapter has been added for eventdev txq,
rte_event_eth_tx_adapter_txq_set and rte_event_eth_tx_adapter_txq_get()
are updated to use mbuf->hash.txadapter.txq.
doc:
Release notes updated.
Removed deprecation notice for mbuf->hash.sched and sched API.
