MTU configuration is missing for ethdev when using eventmode
when user provides it via "--max-pkt-len" config. It is only
done in poll mode setup. Fix the event mode setup code to
do the same.

As announced in the deprecation note, remove the Rx offload flag
'RTE_ETH_RX_OFFLOAD_HEADER_SPLIT' and 'split_hdr_size' field from
the structure 'rte_eth_rxmode'. Meanwhile, the place where the examples
and apps initialize the 'split_hdr_size' field, and where the drivers
check if the 'split_hdr_size' value is 0 are also removed.
User can still use `RTE_ETH_RX_OFFLOAD_BUFFER_SPLIT` for per-queue packet
split offload, which is configured by 'rte_eth_rxseg_split'.

Add all necessary elements for DPDK to compile and run EAL on
LoongArch64 Soc.
This includes:
- EAL library implementation for LoongArch ISA.
- meson build structure for 'loongarch' architecture.
RTE_ARCH_LOONGARCH define is added for architecture identification.
- xmm_t structure operation stubs as there is no vector support in
the current version for LoongArch.
Compilation was tested on Debian and CentOS using loongarch64
cross-compile toolchain from x86 build hosts. Functions were tested
on Loongnix and Kylin which are two Linux distributions supported
LoongArch host based on Linux 4.19 maintained by Loongson
Corporation.
We also tested DPDK on LoongArch with some external applications,
including: Pktgen-DPDK, OVS, VPP.
The platform is currently marked as linux-only because there is no
other OS than Linux support LoongArch host currently.
The i40e PMD driver is disabled on LoongArch because of the absence
of vector support in the current version.
Similar to RISC-V, the compilation of following modules has been
disabled by this commit and will be re-enabled in later commits as
fixes are introduced:
net/ixgbe, net/memif, net/tap, example/l3fwd.

RTE_TEST_[RT]X_DESC_DEFAULT and RTE_TEST_[RT]X_DESC_MAX macros have been
copied in a lot of app/ and examples/ code.
Those macros are local to each program.
They are not related to a DPDK public header/API, drop the RTE_TEST_
prefix.

The header files "l3fwd_em.h" and "l3fwd_em_sequential.h" use the
"__rte_always_inline" macro but don't directly include "rte_common.h" to
get the definition of it. This inclusion is not necessary for
compilation, but the lack of it can confuse some indexers - such as
those in eclipse, which reports the lines:
"static __rte_always_inline uint16_t"
as possible definitions of a variable called "uint16_t". This confusion
leads to uint16_t being flagged as an unknown type in all other parts of
the project being indexed, e.g. across all of DPDK code.
Adding in the include of rte_common.h makes it clear to the indexer that
those lines are part of a function definition, and that allows eclipse
to correctly recognise uint16_t as a type from stdint.h

Add all necessary elements for DPDK to compile and run EAL on SiFive
Freedom U740 SoC which is based on SiFive U74-MC (ISA: rv64imafdc)
core complex.
This includes:
- EAL library implementation for rv64imafdc ISA.
- meson build structure for 'riscv' architecture. RTE_ARCH_RISCV define
is added for architecture identification.
- xmm_t structure operation stubs as there is no vector support in the
U74 core.
Compilation was tested on Ubuntu and Arch Linux using riscv64 toolchain.
Clang compilation currently not supported due to issues with missing
relocation relaxation.
Two rte_rdtsc() schemes are provided: stable low-resolution using rdtime
(default) and unstable high-resolution using rdcycle. User can override
the scheme by defining RTE_RISCV_RDTSC_USE_HPM=1 during compile time of
both DPDK and the application. The reasoning for this is as follows.
The RISC-V ISA mandates that clock read by rdtime has to be of constant
period and synchronized between all hardware threads within 1 tick
(chapter 10.1 in version 20191213 of RISC-V spec).
However this clock may not be of high-enough frequency for dataplane
uses. I.e. on HiFive Unmatched (FU740) it is 1MHz.
There is a high-resolution alternative in form of rdcycle which is
clocked at the core clock frequency. The drawbacks are that it may be
disabled during sleep (WFI), its frequency might change due to DVFS and
it is core-local and therefore cannot be used as a wall-clock. It can
however be used for micro-benchmarking user applications, similarly to
Aarch64's PMCCNTR PMU counter.
The platform is currently marked as linux-only because rte_cycles
implementation uses the timebase-frequency device-tree node read through
the proc file system. Such approach was chosen because Linux kernel
depends on the presence of this device-tree node.
The i40e PMD driver is disabled on RISC-V as the rv64gc ISA has no vector
operations.
The compilation of following modules has been disabled by this commit
and will be re-enabled in later commits as fixes are introduced:
net/ixgbe, net/memif, net/tap, example/l3fwd.

The AltiVec header file is defining "vector", except in C++ build.
The keyword "vector" may conflict easily.
As a rule, it is better to use the alternative keyword "__vector",
so we will be able to #undef vector after including AltiVec header.
Later it may become possible to #undef vector in rte_altivec.h
with a compatibility breakage.

The lpm_process_event_pkt() can either process a packet using an
architecture specific (defined for X86/SSE, ARM/Neon and PPC64/Altivec)
path or a scalar one. The choice is however done using an ifdef
pre-processor macro. Because of that the scalar version was apparently
not widely exercised/compiled.
Due to some copy/paste errors, the scalar logic in
lpm_process_event_pkt() retained a "continue" statement where it should
utilize rfc1812_process() and return the port/BAD_PORT.

Event ports are configured to implicitly release the scheduler contexts
currently held in the next call to rte_event_dequeue_burst().
A worker core might still hold a scheduling context during exit, as the
next call to rte_event_dequeue_burst() is never made.
This might lead to deadlock based on the worker exit timing and when
there are very less number of flows.
Add clean up function to release any scheduling contexts held by the
worker by using RTE_EVENT_OP_RELEASE.

This patch fixes the stack buffer overflow error reported
from AddressSanitizer.
Function send_packetsx4() tries to access out of bound data
from rte_mbuf and fill it into TX buffer even in the case
where no pending packets (len = 0).

Add support to define ipv4 and ipv6 forwarding tables
from reading from a config file for EM with a format
similar to l3fwd-acl one.
Users can now use the default hardcoded route tables
or optionally config files for 'l3fwd_em'. Default
config files have been provided for use with EM.
Related l3fwd docs have been updated to reflect these
changes.

While dequeuing the packets from the event device, burst size
is provided in the API. This was not getting properly

Increase the number of routes from 8 to 16 that are statically added for
lpm and em mode as most of the SoCs support more than 8 interfaces.
The number of routes added is equal to the number of ethernet devices
ports enabled through port mask.

Added changes to receive packets as event vector. By default this is
disabled and can be enabled using the option --event-vector. Vector
size and timeout to form the vector can be configured using options
--event-vector-size and --event-vector-tmo.

Removing 'DEV_RX_OFFLOAD_JUMBO_FRAME' offload flag.
Instead of drivers announce this capability, application can deduct the
capability by checking reported 'dev_info.max_mtu' or
'dev_info.max_rx_pktlen'.
And instead of application setting this flag explicitly to enable jumbo
frames, this can be deduced by driver by comparing requested 'mtu' to
'RTE_ETHER_MTU'.
Removing this additional configuration for simplification.

There is a confusion on setting max Rx packet length, this patch aims to
clarify it.
'rte_eth_dev_configure()' API accepts max Rx packet size via
'uint32_t max_rx_pkt_len' field of the config struct 'struct
rte_eth_conf'.
Also 'rte_eth_dev_set_mtu()' API can be used to set the MTU, and result
stored into '(struct rte_eth_dev)->data->mtu'.
These two APIs are related but they work in a disconnected way, they
store the set values in different variables which makes hard to figure
out which one to use, also having two different method for a related
functionality is confusing for the users.
Other issues causing confusion is:
* maximum transmission unit (MTU) is payload of the Ethernet frame. And
'max_rx_pkt_len' is the size of the Ethernet frame. Difference is
Ethernet frame overhead, and this overhead may be different from
device to device based on what device supports, like VLAN and QinQ.
* 'max_rx_pkt_len' is only valid when application requested jumbo frame,
which adds additional confusion and some APIs and PMDs already
discards this documented behavior.
* For the jumbo frame enabled case, 'max_rx_pkt_len' is an mandatory
field, this adds configuration complexity for application.
As solution, both APIs gets MTU as parameter, and both saves the result
in same variable '(struct rte_eth_dev)->data->mtu'. For this
'max_rx_pkt_len' updated as 'mtu', and it is always valid independent
from jumbo frame.
For 'rte_eth_dev_configure()', 'dev->data->dev_conf.rxmode.mtu' is user
request and it should be used only within configure function and result
should be stored to '(struct rte_eth_dev)->data->mtu'. After that point
both application and PMD uses MTU from this variable.
When application doesn't provide an MTU during 'rte_eth_dev_configure()'
default 'RTE_ETHER_MTU' value is used.
Additional clarification done on scattered Rx configuration, in
relation to MTU and Rx buffer size.
MTU is used to configure the device for physical Rx/Tx size limitation,
Rx buffer is where to store Rx packets, many PMDs use mbuf data buffer
size as Rx buffer size.
PMDs compare MTU against Rx buffer size to decide enabling scattered Rx
or not. If scattered Rx is not supported by device, MTU bigger than Rx
buffer size should fail.

Definition of `rte_ether_addr` structure used a workaround allowing DPDK
and Windows SDK headers to be used in the same file, because Windows SDK
defines `s_addr` as a macro. Rename `s_addr` to `src_addr` and `d_addr`
to `dst_addr` to avoid the conflict and remove the workaround.

Currently the sample app user guides use hard coded code snippets,
this patch changes these to use literalinclude which will dynamically
update the snippets as changes are made to the code.
This was introduced in commit 413c75c33c ("doc: show how to include
code in guides"). Comments within the sample apps were updated to
accommodate this as part of this patch. This will help to ensure that
the code within the sample app user guides is up to date and not out
of sync with the actual code.

Number of rx queue and number of rx port in lcore config are constants
during the period of l3 forward application running. But compiler has
no this information.
Copied values from lcore config to local variables and used the local
variables for iteration. Compiler can see that the local variables are
not changed, so qconf reloads at each iteration can be eliminated.
The change showed 1.8% performance uplift in single core, single port,
single queue test on N1SDP platform with MLX5 NIC.

Both L2 and L3 headers will be used in forward processing. And these
two headers are in the same cache line. It has the same effect for
prefetching with L2 header address and prefetching with L3 header
address.
Changed to use L2 header address for prefetching. The change showed
no measurable performance improvement, but it definitely removed
unnecessary instructions for address calculation.

The commit a8f8b672d5 ("examples/l3fwd: skip Tx queue drain on first iteration")
implemented a change to the EM and LPM lookup methods to
prevent the Tx queue drain running in the first iteration of their
packet processing loops.

According to the programming guide, the rte_eal_init should be used pairs
with rte_eal_cleanup.
This patch add rte_eal_cleanup to examples to encourage new users of
DPDK to use it.

As with the lib and drivers directories, we can use "continue" keyword to
reduce the indentation level of the majority of the foreach block. At the
same time, we can also replace tab indentation with spaces.
