replace testpmd with dpdk-testpmd in all commands
because on compilation through meson, dpdk-testpmd is the default
application name.

There is an 82599 errata that UDP frames with a zero checksum are
incorrectly marked as checksum invalid by the hardware. This was
leading to misleading PKT_RX_L4_CKSUM_BAD flag.
This patch changes the bad UDP checksum to PKT_RX_L4_CKSUM_UNKNOWN,
so the software application will then have to recompute the checksum
itself if needed.

The -b short option remains unchanged.
Allow the old options for now, but print a nag
warning since old options are deprecated.

To get the VF's link status by calling 'rte_eth_link_get_nowait()', the
VF not only check PF's physical link status, but also check the mailbox
running status. And mailbox checking will generate mailbox interrupt in
PF, it will be worse if many VFs are running in the system, the PF will
have to handle many interrrupts.
Normally, checking the PF's physical link status is enough for nowait.
For different scenarios, adding an 'pflink_fullchk' option to control
whether to check the link fully or not.

When using uio_pci_generic module or using legacy interrupt mode of
igb_uio or vfio, X550 cannot get interrupts. Because the Interrupt
Status bit is not implemented, then the irq cannot be handled correctly
and cannot report the event fd to DPDK apps.
Add this hw limitation and details into ixgbe known issue.

Add support for virtual function representor ports to the ixgbe PF
driver. When SR-IOV virtual functions devices are enabled a
corresponding representor port for each VF can be enabled in the
process in which the ixgbe PMD is running within, by specifying the
representor devargs with the list of VF ports that representors
are to be created for.
An example of the devargs which would create VF representor for virtual
functions 0,2,4,5,6 and 7 is:
-w DBDF,representor=[0,2,4-7]

Having packets received without any offload flags given in the mbuf is not
very useful, and performance tests with testpmd indicates little
benefit is got with the current code by turning off the flags. This makes
the build-time option pointless, so we can remove it.

The coremask option in DPDK is difficult to use and we should be
promoting the use of the corelist (-l) option. The patch
adjusts the docs to use -l EAL option instead of the -c option.
The patch only changes the docs and not the code as the -c option
will continue to exist unless it is removed in the future. The -c
option should be kept to maintain backward compatibility.

the hardware in order to avoid register values becoming
saturated and "sticking" to the max value.

RTE_LIBRTE_IXGBE_RX_ALLOW_BULK_ALLOC config option is not really
necessary, as bulk alloc rx function can be used anyway, as long as the
necessary conditions are satisfied, which are checked already
in the library.

CONFIG_RTE_MBUF_SCATTER_GATHER was renamed into CONFIG_RTE_MBUF_REFCNT
by commit 62814bc2e9 and removed by commit 4769bc5a27.
Some traces remain because of delayed patches.
It can also be removed from doxygen config.
It is now poisoned in rte_mbuf.h to warn any misuse.
