Start version numbering for a new release cycle,
and introduce a template file for release notes.
The release notes comments are updated to mandate
a scope label for API and ABI changes.

Remove unused file from the release notes docs. This file was
used to display a hierarchy in older releases, circa 2015, but
doesn't seem useful in the current structure.

It is very difficult to list OS which are really supported.
Instead of continuing this unrealistic effort, a more reliable list
of tested platforms and OS is updated in the release notes.

In HTML and PDF guides, it is clear in the header that the doc
is related to the DPDK.
So "DPDK" is redundant and can be removed from FAQ and release notes
titles to improve consistency.

Remove **Contents** and |Today| from the rst doc index files since
these are already added automatically to PDF files and are of
little value to the Html files where the Contents is shown in a
sidebar.

Restructured the Release Notes documentation into a more useful structure
that is easier to use and to update between releases.
The main changes are:
* Each release version has it's own section with New Features,
Resolved Issues, Known Issues and API/ABI Changes.
* Redundant sections have been removed.

This chapter is for ABI and API. That's why a renaming is required.
Remove also the examples which are now in the referenced guidelines.

The index.html file for each of the "guide" docs had a hard-coded
date value in them of June 2014. Rather than update each of these
for each revision, just use the |today| directive to insert the date
at which the document was generated.

The 1.7 DPDK_Release_Notes document in MSWord has been converted to rst format for
use with Sphinx. There is an rst file for each chapter and an index.rst file
which contains the table of contents.
The top level index file has been modified to include this document.
This is the third document from a set of 6 documents
