In non-RSS mode, vnics map 1:1 with Rx queues during init. This can
create problems if non-consecutive group IDs are given as part of
subsequent flow create cmds as they can end up pointing to Rx queues
(mapped during init) that are different than the intended destination
queue as specified in the flow create cmd.
To fix this, now that we have the ability to dynamically create
vnics, do not create any additional vnics other than the default vnic
during init. Allocate them only during flow/filter creation time.
When RSS is disabled we need to use the COS queue count queried
from firmware.

Controller-specific handling is required for Thor-based NICs when
stopping or starting a receive queue, otherwise packet reception
may not be reliably resumed when a stopped receive queue is
restarted:
- The VNIC default receive ring needs to be recomputed when a
receive queue is stopped or started.
- When stopping the last (or only) receive queue for a given
VNIC, ensure that no packets can reach the default receive
ring by temporarily setting the VNIC MRU to zero.

A previous commit made updating of the RSS table when a receive
queue is stopped/started conditional on vnic->rx_queue_cnt being
nonzero. This count is only nonzero for dynamically created VNICs,
so the RSS table was not being updated in the normal path.
Fix by restoring the original logic.
Also ensure that vnic->rx_queue_cnt is initialized to zero when
reinitializing the VNIC array.

filter->mac_index is used to check, if a same mac is
already programmed. Hence, filter->dflt member is not
needed which is also used for mac addr redundancy check.

On removing the slave interface, slave_remove in bonding module calls
_rte_eth_dev_reset which in turn frees both Tx and Rx queues.
1. segfault is seen after removing/adding the slave interface and starting
bond interface.
In this below path, when mtu is set for the slave interface, queues are
not created yet and driver reference to queue[0] causes the segfault.

rte_eth_rx_queue_setup
2. segfault is seen on starting the port after removing from bond device.
This is a testpmd bug where in, on starting the port, testpmd is supposed
to recreate the queues before starting the port.
Fixed these by adding check for queues created before accessing them.

Thor queue scaling is currently limited by the number of NQs that
can be allocated. Fix by using a common NQ for all receive/transmit
rings instead of allocating a separate NQ for each ring.

Class of Service (CoS) is a way to manage multiple types of
traffic over a network to offer different types of services
to applications. CoS classification (priority to cosqueue) is
determined by the user and configured through the PF driver.
DPDK driver queries this configuration and maps the cos queue
ids to different VNICs. This patch adds this support.

Driver should not change "deferred_start" state of the rx queues.
It should get the state in queue_setup_op() and use that value.
Since the deferred start state was being used in the packet receive
functions to determine whether a stopped rx ring should be polled,
introduced a per-rxq flag to track queue stopped/started state.

Maximum frame length supported by hw is 9600 bytes.
When user launches testpmd with --mbuf-size=9729,
we are posting buffer descriptors of size 9601 to the ring.
This was causing packets getting discarded.

Refactor init and uninit functions so that the driver can fail
the eth_dev_ops callbacks and accessing Tx and Rx queues
when device is in reset or in error state.
Transmit and receive queues are freed during reset cleanup and
reallocated during recovery. So we block all data path handling
in this state. The eth_dev dev_started field is updated depending
on the status of the device.

This commit enables the creation of a dedicated completion
ring for asynchronous event handling instead of handling these
events on a receive completion ring.
For the stingray platform and other platforms needing tighter
control of resource utilization, we retain the ability to
process async events on a receive completion ring.
For Thor-based adapters, we use a dedicated NQ (notification
queue) ring for async events (async events can't currently
be received on a completion ring due to a firmware limitation).
Rename "def_cp_ring" to "async_cp_ring" to better reflect its
purpose (async event notifications) and to avoid confusion with
VNIC default receive completion rings.
Allow rxq 0 to be stopped when not being used for async events.

Removed DEV_RX_OFFLOAD_CRC_STRIP offload flag.
Without any specific Rx offload flag, default behavior by PMDs is to
strip CRC.
PMDs that support keeping CRC should advertise DEV_RX_OFFLOAD_KEEP_CRC
Rx offload capability.
Applications that require keeping CRC should check PMD capability first
and if it is supported can enable this feature by setting
DEV_RX_OFFLOAD_KEEP_CRC in Rx offload flag in rte_eth_dev_configure()

Packets destined to the to-be-stopped queue should not be dropped
(neither in HW nor in the driver), so re-program the RSS Table without
this queue on stop and add it back to the table on start unless it
is a Representor VF.
Since 0th entry is used for default ring, use fw_grp_id + 1 to change
the RSS table population logic by programming valid IDs instead of the
default zeroth entry in case of an invalid fw_grp_id.
Destroy and recreate the trio of Rx rings(compl, Rx, AG) every time in
start so that HW is in sync with software.

DEV_RX_OFFLOAD_KEEP_CRC offload flag is added. PMDs that support
keeping CRC should advertise this offload capability.
DEV_RX_OFFLOAD_CRC_STRIP flag will remain one more release
default behavior in PMDs are to keep the CRC until this flag removed
Until DEV_RX_OFFLOAD_CRC_STRIP flag is removed:
- Setting both KEEP_CRC & CRC_STRIP is INVALID
- Setting only CRC_STRIP PMD should strip the CRC
- Setting only KEEP_CRC PMD should keep the CRC
- Not setting both PMD should keep the CRC
A helper function rte_eth_dev_is_keep_crc() has been added to be able to
change the no flag behavior with minimal changes in PMDs.
The PMDs that doesn't report the DEV_RX_OFFLOAD_KEEP_CRC offload can
remove rte_eth_dev_is_keep_crc() checks next release, related code
commented to help the maintenance task.
And DEV_RX_OFFLOAD_CRC_STRIP has been added to virtual drivers since
they don't use CRC at all, when an application requires this offload
virtual PMDs should not return error.

In the start/stop_op operation, mbufs allocated for rings were not freed
1) add bnxt_free_tx_mbuf/bnxt_free_rx_mbuf in bnxt_dev_stop_op to free MBUF
before freeing the rings.
2) MBUF allocation and free routines were not in sync. Allocation uses the
ring->ring_size including any rounded up and multiple factors while the
free routine uses the requested queue size.

Since we are storing the mem_zone address for each ring created,
we are freeing the same address multiple times.
For example the memory zone created for Rx is being freed during
Rx ring cleanup, AGG ring cleanup and CQ cleanup.
Avoid this by storing the memory zone address in RXQ instead and
free it as a part of queue_release dev_op.
In the same way do the same for TX queues as well.

Currently this is implemented entirely in the PMD as there is no
explicit support in the HW. Re-program the RSS Table without this queue
on stop and add it back to the table on start.

Check for availability of on-chip resources - like Queue count,
number stat context, number of ring groups before inheriting and
initializing as per application requirements.
Also check before creating a Tx or Rx queue make sure there are
enough resources to complete the request.

We are wrongly "OR-ing" the vnic->hash_type instead of assigning
the new hash type thereby wrongly configuring hash settings.

This patch simplifies logic for RSS queue creation.
1) Do not hardcode number of VNIC pools in case of RSS
2) Log a message if Number of queues is > RTE_ETHDEV_QUEUE_STAT_CNTRS
3) Move the check for allocation of l2_filter inside the for loop.

We were not associating a MAC+VLAN per VNIC filter correctly.
This patch fixes that. Also set the VLAN type appropriately.
