a5f377d8f5 net/nfp: move Rx/Tx functions to header file
The flower firmware application makes use of the same Rx
and Tx checksum logic as the normal PMD. Expose it so that
flower firmware application also can make use of it.

d981d315ac net/nfp: move common Rx/Tx functions for flower use

8d9613200e net/nfp: refactor ethdev operations assignments
Before, use two variables to represent the ethdev structure for
firmware with NFDk and NFD3, but only a few field values differ
between the two variables. Now use one variable only, and to
distinguish different firmware versions in specific functions.

8d7d4fcdca ethdev: change input parameters for Rx queue count
Currently majority of fast-path ethdev ops take pointers to internal
queue data structures as an input parameter.
While eth_rx_queue_count() takes a pointer to rte_eth_dev and queue
index.
For future work to hide rte_eth_devices[] and friends it would be
plausible to unify parameters list of all fast-path ethdev ops.
This patch changes eth_rx_queue_count() to accept pointer to internal
queue data as input parameter.
While this change is transparent to user, it still counts as an ABI change,
as eth_rx_queue_count_t is used by ethdev public inline function
rte_eth_rx_queue_count().

7483341ae5 ethdev: change queue release callback
Currently, most ethdev callback API use queue ID as parameter, but Rx
and Tx queue release callback use queue object which is used by Rx and
Tx burst data plane callback.

To align with other eth device queue configuration callbacks:
- queue release callbacks are changed to use queue ID
- all drivers are adapted

96289f2b80 net/nfp: fix minimum descriptor sizes
The NFP4000/6000 supports a minimum of 256 Tx/Rx descriptors and not 64.
Before this patch when a DPDK application configured < 256 Tx
descriptors the hardware read/write pointers would be unmasked and not
wrapped at the expected size of the ring. The PMD logic to determine the
amount of free space in the Tx ring is incompatible with the unmasked
hwqueue pointers and this will result in the PMD not updating the
read pointer at all.The knock-on effect is that under high load the
PMD will potentially re-use a Tx descriptor before the hw has had a
chance to process that particular descriptor. This issue can manifest as
a DMA error when the hardware tries to perform a DMA with info from a
partially populated descriptor.

Create a new rxtx file and move the Rx/Tx functions to this file. This
commit will also move the needed shared functions to the nfp_net_pmd.h
file as needed.
