acec04c4b2 build: disable experimental API check internally
Remove setting ALLOW_EXPERIMENTAL_API individually for each Makefile and
meson.build. Instead, enable ALLOW_EXPERIMENTAL_API flag across app, lib
and drivers.
This changes reduces the clutter across the project while still
maintaining the functionality of ALLOW_EXPERIMENTAL_API i.e. warning
external applications about experimental API usage.

fbaf943887 build: remove individual library versions
Since the library versioning for both stable and experimental ABI's is
now managed globally, the LIBABIVER and version variables no longer
serve any useful purpose, and can be removed.

The replacement in Makefiles was done using the following regex:

	^(#.*\n)?LIBABIVER\s*:=\s*\d+\n(\s*\n)?

(LIBABIVER := numbers, optionally preceded by a comment and optionally
succeeded by an empty line)

The replacement for meson files was done using the following regex:

	^(#.*\n)?version\s*=\s*\d+\n(\s*\n)?

(version = numbers, optionally preceded by a comment and optionally
succeeded by an empty line)

[David]: those variables are manually removed for the files:
- drivers/common/qat/Makefile
- lib/librte_eal/meson.build
[David]: the LIBABIVER is restored for the external ethtool example
library.

6f26f8a0ec eventdev: reserve space in main structs for extension
The struct rte_eventdev and rte_eventdev_data are supposed
to be used internally only, but there is a chance that
increasing their size would break ABI for some applications.
In order to allow smooth addition of features without breaking
ABI compatibility, some space is reserved.

b21302a107 eventdev: add Tx flag for packets with same destination
This patch introduces a `flag` in the Eth TX adapter enqueue API.
Some drivers may support burst functionality only with the packets
having same destination device and queue.

The flag `RTE_EVENT_ETH_TX_ADAPTER_ENQUEUE_SAME_DEST` can be used
to indicate this so the underlying driver, for drivers to utilize
burst functionality appropriately.

68d21669f3 eventdev: change Rx adapter callback and stats structure
Replace the mbuf pointer array in the event eth Rx adapter
callback with an event array. Using an event array allows
the application to change attributes of the events enqueued
by the SW adapter.

The callback can drop packets and populate a callback
argument with the number of dropped packets. Add a Rx adapter
stats field to keep track of the total number of dropped packets.

This commit removes the experimental tags from
the callback and stats APIs, the experimental tag from eventdev
is also removed and eventdev functions become part of the
main DPDK API/ABI.

cc7b73ea9e eventdev: add new software timer adapter
This patch introduces a new version of the event timer adapter software
PMD. In the original design, timer event producer lcores in the primary
and secondary processes enqueued event timers into a ring, and a
service core in the primary process dequeued them and processed them
further.  To improve performance, this version does away with the ring
and lets lcores insert timers directly into timer skiplist data
structures; the service core directly accesses the lists as well, when
looking for timers that have expired.

To compare the burst and non-burst performance of the original and new
versions of the software event timer adapter, I ran the following
commands:

$ sudo ./build/app/dpdk-test-eventdev -c 0xFFE -s 0xC --vdev=event_sw0 \
-- --test=perf_queue --plcores=4,5,6 --wlcore=7,8,9 --stlist=p \
--prod_type_timerdev --worker_deq_depth=32

$ sudo ./build/app/dpdk-test-eventdev -c 0xFFE -s 0xC --vdev=event_sw0 \
-- --test=perf_queue --plcores=4,5,6 --wlcore=7,8,9 --stlist=p \
--prod_type_timerdev_burst --worker_deq_depth=32

With the new version, I see a 151% improvement in throughput for the
non-burst case, and a 270% improvement in throughput for the burst case.
I also see a 53% improvement in arm latency in the non-burst case and a
65% improvement in arm latency in the burst case.

Note: To perform the test,  I commented out a check in the original
version that checks the adapter tick interval against a minimum value.

18218713bf enforce experimental tag at beginning of declarations
Putting a '__attribute__((deprecated))' in the middle of a function
prototype does not result in the expected result with gcc (while clang
is fine with this syntax).

This is not perfect but we will trust reviewers to catch the other not
so easy to detect patterns.

Special mention for rte_mbuf_data_addr_default():

There is either a bug or a (not yet understood) issue with gcc.
gcc won't drop this inline when unused and rte_mbuf_data_addr_default()
calls rte_mbuf_buf_addr() which itself is experimental.
This results in a build warning when not accepting experimental apis
from sources just including rte_mbuf.h.

For this specific case, we hide the call to rte_mbuf_buf_addr() under
the ALLOW_EXPERIMENTAL_API flag.

cfe3aeb170 remove experimental tags from all symbol definitions
We had some inconsistencies between functions prototypes and actual
definitions.
Let's avoid this by only adding the experimental tag to the prototypes.
Tests with gcc and clang show it is enough.

339677f870 eventdev: fix Rx adapter event flush
The Rx adapter flushes events only if it has BATCH_SIZE
events buffered where BATCH_SIZE is set to 32, e.g., if a
single packet is sent, it is never passed to
eventdev. Fix this issue by adding an event buffer flush
either when a Rx queue is found to be empty or the adapter service
function has processed the max number of packets for an invocation.

bdc2f5cf71 eventdev: add experimental tag back for Rx adapter
Add the experimental tag back to the Rx event adapter callback,
the Rx event callback register and the Rx event adapter statistics
retrieval functions due to an API change to be proposed in a
future patch.

This patch also adds the experimental tag to these
function definitions and adds the functions to the EXPERIMENTAL
section of the map file, these were missing previously.

6723c0fc72 replace snprintf with strlcpy
Do a global replace of snprintf(..."%s",...) with strlcpy, adding in the
rte_string_fns.h header if needed.  The function changes in this patch were
auto-generated via command:

  spatch --sp-file devtools/cocci/strlcpy.cocci --dir . --in-place

and then the files edited using awk to add in the missing header:

742bde12f3 build/linux: rename macro from LINUXAPP to LINUX
Rename the macro to make things shorter and more comprehensible. For
both meson and make builds, keep the old macro around for backward
compatibility.

5d3f721009 mbuf: implement generic format for sched field
This patch implements the changes proposed in the deprecation
notes [1][2].

librte_mbuf changes:
The mbuf->hash.sched field is updated to support generic
definition in line with the ethdev traffic manager and meter APIs.
The new generic format contains: queue ID, traffic class, color.

Added public APIs to set and get these new fields to and from mbuf.

librte_sched changes:
In addtion, following API functions of the sched library have
been modified with an additional parameter of type struct
rte_sched_port to accommodate the changes made to mbuf sched field.
(i)rte_sched_port_pkt_write()
(ii) rte_sched_port_pkt_read_tree_path()

librte_pipeline, qos_sched UT, qos_sched app are updated
to make use of new changes.

Also mbuf->hash.txadapter has been added for eventdev txq,
rte_event_eth_tx_adapter_txq_set and rte_event_eth_tx_adapter_txq_get()
are updated to use mbuf->hash.txadapter.txq.

doc:
Release notes updated.
Removed deprecation notice for mbuf->hash.sched and sched API.

5bd4ae2d77 eventdev: fix eth Tx adapter queue count checks
rte_event_eth_tx_adapter_queue_add() - add a check
that returns an error if the ethdev has zero Tx queues
configured.

rte_event_eth_tx_adapter_queue_del() - remove the
checks for ethdev queue count, instead check for
queues added to the adapter which maybe different
from the current ethdev queue count.

When compiling with -O1, this error can appear:
	lib/librte_eventdev/rte_event_eth_tx_adapter.c:705:6: error:
	‘ret’ may be used uninitialized in this function

If tx_queue_id is -1 and nb_queues is 0, then ret is returned
without being initialized.
It is fixed by setting 0 as initial value.

The ethernet Tx adapter abstracts the transmit stage of an
event driven packet processing application. The transmit
stage may be implemented with eventdev PMD support or use a
rte_service function implemented in the adapter. These APIs
provide a common configuration and control interface and
an transmit API for the eventdev PMD implementation.

The transmit port is specified using mbuf::port. The transmit
queue is specified using the rte_event_eth_tx_adapter_txq_set()
function.

e279bbe4b2 event: add function for reading unlink in progress
This commit introduces a new function in the eventdev API,
which allows applications to read the number of unlink requests
in progress on a particular port of an eventdev instance.

This information allows applications to verify when no more packets
from a particular queue (or any queue) will arrive at a port.
The application could decide to stop polling, or put the core into
a sleep state if it wishes, as it is ensured that no new packets
will arrive at a particular port anymore if all queues are unlinked.
