Ruifeng Wang 0f392d91b9 lpm: hide defer queue handle

There is no need to return the defer queue handle in rte_lpm_rcu_qsbr_add,
since enough flexibility has been provided to configure the defer queue.

DPDK is a set of libraries and drivers for fast packet processing.
