Sunil Kumar Kori 174f2f3512 common/cnxk: add PFC support for VF

Current PFC implementation does not support VFs.
This patch enables PFC on VFs too.

Also fix the config of aura.bp to be based on number
of buffers(aura.limit) and corresponding shift
value(aura.shift).
