Kiran Kumar K 2199f5cdbe common/cnxk: support NPC ...

Adding initial support for programming NPC. NPC is Network Parser
and CAM unit that provides Rx and Tx packet parsing and packet
manipulation functionality on Marvell CN9K and CN10K SoC's. It is
mapped to RTE Flow in DPDK.
