Xiaoyun Wang 54faba2295 net/hinic: adds Tx queue xstats members

Because some apps may pass illegal parameters, driver increases
checks on illegal parameters and DFX statistics, which includes
sge_len0 and mbuf_null txq xstats member.

DPDK is a set of libraries and drivers for fast packet processing.
It supports many processor architectures and both FreeBSD and Linux.
